<br />Councilmember Strommen asked if properties can be added to this agreement by amending the <br />exhibits, with the agreement staying in place. <br /> <br />City Attorney Goodrich responded in the affirmative. He indicated staff consulted with Dan <br />Wilson, who is a relocation expert. Mr. Wilson has indicated MoOOT standards are 8% return <br />on rental; staff will be asking Mr. Fisher why he is recommending these lower rental rates. Staff <br />has asked MnDOT ana Met Council if they are concerned about these leases and they have said <br />they are not, but these leases are a new type of situation for Met Council. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Cook, to authorize the City <br />to enter into a Management Agreement with Premier Commercial Properties pursuant to the <br />terms and conditions outlined in the Management Agreement, contingent on City Attorney <br />approval, and with the addition of the imminent purchase of the Anchor's Away building and the <br />amendment of the agreement to allow termination of the agreement upon 30 days notification by <br />the City. <br /> <br />Motion carried. Absent: Councilmember Jeffrey. <br /> <br />Case #15: <br /> <br />ReportlUpdate on Joint Law Enforcement Council Meeting <br /> <br />Police Chief Way provided a report on the Joint Law Enforcement Meeting held on May 24, <br />2006, including the following information: . <br />· crn Committee: Cases were up 33% over the past year. <br />. Operations Committee: Rules manual for radio usage was distributed. <br />· The Firearms Range is expected to make it through the next couple of years. <br />. Authorization of the use of $5,000 from the contingency fund to purchase a new back up <br />server for the county-wide records system. <br />. Department of Records made a presentation on the offender re-entry program. <br />. Presentation on a two-year grant received by Anoka County in the amount of$450,OOO to <br />study the effects of meth-amphetamine on families, and focusing on women. The study <br />will be overseen by the County and will track what happens from the time of arrest, and <br />what happens to the children that are involved. <br /> <br />Mayor Gamec asked if there will be a film presentation on the meth-amphetamine study. <br /> <br />Police Chief Way replied the study is being done through the County, and is for the purpose of <br />tracking, rather than education. <br /> <br />Councilmember Elvig inquired about the 33% increase in CID cases. <br /> <br />Police Chief Way replied this increase is county-wide and includes felonies, sex crimes, and drug <br />cases. Ramsey's crn cases have not gone up significantly. <br /> <br />Councilmember Pearson stated the meth-amphetamine users are stealing in order to get money to <br />buy the meth-amphetamine, which is one reason crime is up.
