<br />Case #2 <br /> <br />Overview of 2009 Street Maintenance Program <br /> <br />Background: <br /> <br />Staff explained that the City usually begins the street maintenance program this time of year and <br />reviewed how the street maintenance projects are scheduled, but noted that it is a somewhat <br />idealized schedule and projects vary from the plans. For scheduling of projects, the Public <br />Works Street Supervisor does an inventory of the streets every year and rates them on a scale of <br />1 to 10. The budget issues also playa part in the scheduling of these projects. A review of the <br />anticipated expenses for this year's program was given and it was discussed that there has been a <br />section of Dysprosium Street that the City has been delaying taking action on for years because <br />of the possible realignment of TH 47 and because it has been delayed, the road is now in very <br />poor shape, so staff is proposing to. do. a recycle/reclaim pavement proj ect this year. <br /> <br />Motion to recommend to City Council that they direct staff to prepare a feasibility study for the <br />2009 Street Maintenance Program, without Dysprosium Street and to prepare further cost <br />analysis and study for the potential of the Dysprosium project to be discussed at a future Council <br />Work Session. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #3 <br /> <br />Overview of MS4 Program <br /> <br />Background: <br /> <br />Staff explained that the MS4 program is the Municipal Separate Small Storm Sewer Systems and <br />its origins are in the national Clean Water Act. The program requirements are included in the <br />case and noted, that if the City drains to impaired or restricted waters there are additional <br />requirements. Last fall the Council approved the Comprehensive Surface Water Management <br />plan which limits the peak rate of runoff to 75% of pre-development rates and requires no new or <br />expanded discharges to the Rum or Mississippi Rivers. <br /> <br />Since the MPCA is being very strict with developments from 1988 to today staff wanted to make <br />the Council aware of what they have been told and what it may mean to future developments. <br />Staff is suggesting that there should be additional discussion at a Council Work Session. <br /> <br />Action: <br /> <br />No action required. <br /> <br />-156- <br />
