<br />Councilmember Dehen stated that Councilmember Look told him it is done at the State <br />Legislature, but he does not agree it is the Council's job to endorse things in this way. <br /> <br />Councilmember McGlone stated that currently, a resident could come in and take the <br />microphone and say, "I am going to pray for the Council right now" and nothing could be done <br />to stop it. <br /> <br />City Attorney Goodrich stated that is correct. <br /> <br />City Administrator Ulrich stated that Columbia Heights does have an invocation prior to their <br />meetings. <br /> <br />Mayor Ramsey stated that he would like to think about it some more and talk to local churches. <br /> <br />Open Council Office <br /> <br />City Administrator Ulrich stated that there is an office upstairs that City Attorney Goodrich has <br />been using when he is on site, but has used it so infrequently that it is available for <br />Councilmembers to use as a flexible, private office. <br /> <br />Minnwest <br /> <br />Councilmember Dehen asked about the information distributed regarding the Minnwest <br />situation. <br /> <br />City Administrator Ulrich stated that it is for informational purposes and he would like to <br />schedule a special Council meeting on January 20, 2009, to review it. <br /> <br />142nd Petition <br /> <br />City Administrator Ulrich stated that 142nd has two petitioning groups within the neighborhood, <br />but and the City is planning on barricading the street based on the previous Council's direction. <br />He stated that the latest petition would be accepted next week and will probably be forwarded to <br />the Public Works Committee. <br /> <br />Public Works Director Olson stated that he wants the Council to be aware that there are a lot of <br />issues to consider. <br /> <br />Councilmember Jeffrey.stated that this process has taken over a year already and this new <br />petition will have to go through the whole process again. <br /> <br />Councilmember McGlone asked about the definition of "neighborhood". <br /> <br />Public Works Director Olson stated that this process actually started back in 2004 and is not <br />something that came out of nowhere. <br /> <br />City Council Work Session /January 6,2009 <br />Page 15 of 16 <br />
