Assistant City Administrator Nelson stated that the capability is there, through e-mails, but there
is not an interactive blog.

Councilmember Look asked what evening would be available for a Town Hall meeting.

Mayor Ramsey stated that he thought Thursday nights were available.

Councilmember Jeffrey stated that if more than three Councilmembers were present, minutes
would need to be taken, which will add an extra expense. He stated that he is not opposed to it,
but does not want to add extra expense, so perhaps there should not be a quorum of
Councilmembers.

Mayor Ramsey noted that there does not have to be an official minute taker from TimeSaver
present.

Councilmember Look suggested that he thinks quarterly meetings may be better.

Mayor Ramsey stated that he likes the idea of people getting in the habit of knowing there are
monthly meetings. He suggested that perhaps Ward Councilmembers might also want to hold a
Town Hall meeting for their individual wards. He agreed that a quorum should be avoided so no
minutes need to be taken.

Joint Meeting with the EPB

Councilmember McGlone stated that the EPB would like to have a joint meeting with the
Council.

City Administrator Ulrich stated that joint meetings are generally scheduled annually for the
commissions, so that could be arranged.

Invocations at Council Meetings

Mayor Ramsey stated that he had an idea about having invocations at the Council meetings, so,
for example, local churches could come pray before Council meetings. He stated that he does
not care either way at this point, but asked if anyone felt strongly one way or another. He stated
that he does think it would be a nice thing.

Councilmember McGlone suggested leaving it open so if someone wants to sign up for it they
can.

Councilmember Dehen stated that he does not know that it is appropriate to have this.

City Attorney Goodrich stated that he thinks it is legal, but it would depend on how it is handled.

City Council Work Session /January 6, 2009
Page 14 of 16
