<br />There was a Consensus by the Council to schedule the Council-Staff Strategic Planning Session <br />over two weeknights. <br /> <br />Councilmember Dehen stated that he did not think he could make the January dates. <br /> <br />Councilmember Jeffrey stated that the February dates would work better for him. <br /> <br />City Administrator Ulrich stated that he would schedule it for February 11 and lih from 4:00 <br />p.m. to 9:00 p.m. <br /> <br />2) Review 2009 Council Organization <br /> <br />City Administrator Ulrich stated that the recommendations for the Council organization by the <br />Mayor are in the packet and if there are no issues, it will move to the regular agenda Tuesday, <br />January 13,2009. <br /> <br />Councilmember Jeffrey stated that he met with the Mayor and some ofthe slots he was interested <br />in were already filled. He stated that he would like to talk about EDA and noted that he served <br />as alternate for four year and would really like to serve on that. <br /> <br />Mayor Ram~ey stated that he did not speak to Councilmember Elvig on this, but his thought after <br />the last Council meeting was to have someone new and different on the EDA, which is why he <br />put forth Councilmember Look for the position. <br /> <br />Councilmember Look stated that he also requested this position two years ago and historically <br />only two Councilmembers have been allowed. He stated that he is not sure why it is limited to <br />two rather than three and thinks it is reasonable to have three Councilmembers serve on the EDA <br />as with the other committees. <br /> <br />Assistant City Administrator Nelson stated that this is not specified in the charter, but in the City <br />Code. <br /> <br />Mayor Ramsey asked about the process to change this. <br /> <br />Councilmember Dehen stated that he had interest in the EDA also, but from a legal standpoint, <br />once there is a Councilmember on, they cannot come off that committee until they leave office. <br />He stated that, to his chagrin, no one else could get on the committee unless the existing <br />Councilmembers left. <br /> <br />Councilmember Look stated that Councilmember Strommen had represented the City At Large <br />and he thinks there is benefit to an At Large Councilmember serving on this committee. He <br />reiterated that he does not have a problem with there being three Councilmembers on the EDA. <br /> <br />There was a Consensus to direct the City Attorney Goodrich to set up a case for a future meeting <br />to consider adding a third Councilmember to the EDA, subject to State Statute. <br /> <br />City Council Work Session IJanuary 6, 2009 <br />Page 2 of 16 <br />
