<br />Mayor Ramsey stated that he would like to clarify his recommendation for Mayor Pro-Tern. He <br />stated that, traditionally, the most senior Councilmember would be Mayor Pro-Tern, but he felt it <br />was fitting that the Senior At-Large Councilmember be the Mayor Pro-Tern. He noted that the <br />individual committees would select their own chairs. <br /> <br />3) Review 2009 Work Session Line Up <br /> <br />City Administrator Ulrich stated that there are more topics than there are work sessions and staff <br />would like to get some sort of priority to these items. He noted the "future topics for discussion" <br />portion of the agenda. He stated that there was a survey included in the packet asking the <br />Council to give their top three discussion items. <br /> <br />Councilmember Dehen asked about the protocol and the best way to get a topic onto an agenda <br />for discussion. <br /> <br />, <br />City Administrator Ulrich stated that bringing it up at a Council meeting or discussing it at a <br />Work Session could get it on the agenda. He stated that the Mayor could also direct something <br />to be put 01). the agenda. He stated that in Moundsview, the Mayor or any two Councilmembers <br />could get an item on the agenda. <br /> <br />Councilmember Dehen stated that it would be nice to have something in a written policy to <br />specify a way to get something on the agenda. <br /> <br />City Administrator Ulrich suggested that more than one Councilmember be required to get it on <br />the agenda. He stated that staff could take a stab at putting something in writing. <br /> <br />Councilmember Look stated that reflecting on some of the issues that he has wanted to bring <br />forth at work sessions, he recalls that there was fear, and some of the other Councilmembers did <br />not want to discuss these issues. He stated that even without two sponsors, he thinks issues merit <br />discussion. He stated that he is not in favor of a lengthy process and noted that the Council is <br />elected to bring issues forward. <br /> <br />Councilmember Dehen stated that he agrees and feels the two-person threshold may be a good <br />idea, for example, if there is a special interest pressuring a Councilmember. <br /> <br />Councilmember Jeffrey stated that he agreed with Councilmember Look, but if he got a call <br />dealing with something in Councilmember Dehen's ward, he feels it may make sense to have a <br />conversation with another Councilmember to move things forward. <br /> <br />Councilmember McGlone stated that if he gets a call from a neighbor that wants something to be <br />brought forward, he does not know if aWard I Councilmember will be as enthusiastic as he may <br />be. He stated that ifthere is a policy, he does not want it to be overbearing. <br /> <br />Councilmember Wise stated that this is where he thinks the At Large Councilmembers come into <br />play.
