involved. He stated that they have found it frustrating for people to find a way to apply and
navigate the website.

Mayor Ramsey asked about the process for people to apply for positions on committees.

Assistant City Administrator Nelson stated that the application is on the website under the
employment section or they can call City Hall and it can be mailed to them.

Councilmember McGlone stated that they wanted to have a way to hand out applications at their
events.

Councilmember Dehen stated that he thinks it is a good idea to get as many people involved as
you can. He suggested that maybe the advertising is run twice, instead of just once.

Councilmember Jeffrey stated that he agrees that people should be out talking to people and
encouraging them to get involved.

City Attorney Goodrich asked if the Council wants to change page 25, item 5.

Mayor Ramsey stated that he thinks that is appropriate.

Assistant City Administrator Nelson noted that this re-application is different from a new
application and.asked if they should be the same.

Councilmember Jeffrey stated that he thinks the same application should be used and suggested
consulting with Hl,Ullan Resources Manager Kone.

Councilmember Look stated that the application could have a place to put in if they have served
on commissions at this City or others.

There was a Consensus to do away with the incumbency process.

Mayor Ramsey stated that if the policy is redone, he thinks something should be done with the
terms so they do not expire in December, but perhaps in the spring sometime. He suggested that
the current terms be extended until April and then implement a new policy.

City Attorney Goodrich stated that he is uncomfortable extending the terms because of ordinance
language. He stated that he would be more comfortable if, for example, the Planning
Commission had five members rather than six members until this is changed.

Councilmember Jeffrey stated that when the EPB became a policy board, he thinks the process of
staggering the terms has already happened. He stated that Human Resources Manager Kone
made a grid that looked at the issue and clearly outlined this how to stagger terms.

Councilmember Dehen stated that he is not opposed to staggering terms and agreed that he
thinks the City already has this in place.

City Council Work Session /January 6, 2009
Page 6 of 16
