<br />Assistant City Administrator Nelson stated that the terms are staggered but they expire on <br />December 31. She stated that it becomes a problem every other year when the Council changes. <br /> <br />Councilmember Dehen suggested the terms end on February 1 instead of December 31. <br /> <br />Assistant City Administrator Nelson stated that this is close to what they are suggesting. <br /> <br />Councilmember Jeffrey stated that he thinks March 31 is the best expiration date for the terms. <br />He stated that he thinks the Council needs to make a decision on existing members and <br />commission business. <br /> <br />City Attorney Goodrich stated that he has seen language where the terms expire at "4 years or <br />until a qualified successor is appointed". <br /> <br />Assistant City Administrator Nelson stated that there was an evaluation conducted for the <br />incumbents and the City has also advertised in the Ramsey Resident, so there is a pool of new <br />candidates as well. She asked how the Council wants to complete the process for 2009. <br /> <br />Mayor Ramsey asked if there were written recommendations from that meeting. <br /> <br />Assistant City Administrator Nelson stated that there is information from that meeting. <br /> <br />Councilmember Jeffrey stated that since the City is changing the policy, he feels the process <br />should be to just move forward and interview all the candidates, including the incumbents. <br /> <br />City Attorney Goodrich agreed that this should be done. <br /> <br />Assistant City Administrator Nelson stated that the recommendation could be taken from the <br />Evaluation Panel to take out those that would not be considered. . <br /> <br />City Attorney Goodrich suggested that the Council take a look at the minutes of that meeting to <br />find out why these recommendations were made. <br /> <br />Councilmember Jeffrey stated that there were no minutes taken, just notes. He stated that there <br />is a lot of controversy around appointments and asked if it would make sense for the full seven <br />member Council to conduct interviews rather than just the Personnel Committee. He stated that <br />there could still be a consultation with the Chair and Vice-Chair as part of the process. <br /> <br />Councilmember Dehen stated that does not sound bad to him. <br /> <br />Mayor Ramsey stated that it would be an additional time commitment from the Council and <br />asked about the process. <br /> <br />Assistant City Administrator Nelson explained the typical interview process. <br /> <br />City Council Work Session IJanuary 6,2009 <br />Page 7 of 16 <br />
