Absent: Commissioners Cleveland, Hunt, and Rogers. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />The following Council minutes were noted: <br /> <br />1) City Council regular meeting minutes dated October 28, 2008 <br />2) City Council regular meeting minutes dated November 10, 2008 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request for Site Plan Review of Clubhouse Expansion; Case of Rum River <br />Hills Golf Course and Ringler Construction <br /> <br />Assistant Community Development Director Frolik explained the City has received an <br />application for an expansion of the clubhouse at Rum River Hills Golf Course located at 16659 <br />St. Francis Boulevard NW. She stated the site plan is proposing to add a 1,472 square foot three <br />season porch to the clubhouse; the site plan also replaces the existing decking and increases the <br />size of the deck by 768 square feet. She noted the clubhouse is located on a 54-acre parcel that is <br />part of the course playing area and the proposed lot coverage and building setback requirements <br />are substantially within City Code limits given the size of the parcel. She indicated the existing <br />structure and addition will be sided with 6" half-log siding and the front entrance is being <br />upgraded with a canopy and tapered columns of cedar and stone veneer. She added the State <br />building code will require that the existing structure and addition be sprinkled to meet fire <br />suppression requirements. Sh~ stated the grading and drainage plan has been reviewed by the <br />Engineering Department and meets the requirements for the site with some minor modifications. <br />Finally, she stated the site plan identifies the installation of shrubbery around the foundation of <br />the three-season porch, which is satisfactory to City staff. <br /> <br />Commissioner Brauer requested clarification regarding the setback requirements contained in the <br />November 25, 2008, letter to Mr. John Ringler. <br /> <br />Assistant Community Development Director Frolik explained the clubhouse is located on a 54- <br />acre parcel and the size of the clubhouse is substantially below the City's maximum building <br />coverage of35%; in addition, in lieu of the significant parcel size, the building addition meets the <br />City's setback requirements. <br /> <br />Mr. Tom Anderson 16831 Helium Street, appeared before the Planning Commission and stated <br />he is one of the owners of the golf course. He stated he has reviewed the November 25, 2008, <br />letter regarding the City's review of the site plan and stated they met with City staff yesterday to <br />discuss the fire suppression requirements; they are in the process of exploring various <br />alternatives to meet these requirements. He added there will be significant expense involved to <br />meet the fire suppression requirements and they are consulting with the City fire officials to see if <br /> <br />Planning CommissionlDecember 3, 2008 <br />Page 2 of7 <br />
