<br />it is possible to utilize the ponding on the golf course as the source of the water supply for the <br />building. <br /> <br />Fire Chief Kapler explained the golf course has two large ponds in close proximity to the <br />clubhouse and they will be consulting with an expert who can perform some calculations on the <br />volume. He noted the ponds are of a substantial depth and he is optimistic that they can make <br />something work with regard to the ponds. <br /> <br />Motion by Commissioner Levine, seconded by Commissioner Van Scoy, to recommend that City <br />Council grant approval of the proposed site plan contingent upon compliance with the City Staff <br />Review Letter dated November 25,2008, and subject to resolution ofthe\on-site water issue with <br />respect to the fire suppression requirements. <br /> <br />Motion Carried. Absent: Commissioners Cleveland, Hunt, and Rogers. <br /> <br />Case #2: <br /> <br />Public Hearing - Introduce Ordinance Establishing Topsoil Requirements; <br />Case of City of Ramsey <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:13 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:13 p.m. <br /> <br />Presentation <br /> <br />Assistant City Engineer Himmer presented the proposed ordinance establishing topsoil <br />requirements and stated there have been several iterations of a topsoil requirement considered by <br />.hoth the Public Works Committee and the Environmental Policy Board, dating back to January <br />of 2006. He indicated that on July 15, 2008, the Public Works Committee directed staff to <br />prepare a topsoil ordinance requiring a minimum of four inches of topsoil, meeting MnDOT <br />specification 3877.2C (premium topsoil borrow), in landscaped areas of all new developments <br />(residential and commercial/industrial); the proposed ordinance will limit the allowable sand <br />content to a maximum of 35%. He added that one of the goals of the ordinance is to reduce the <br />City's demand for non-consumptive water. <br /> <br />Commissioner Van Scoy requested clarification with respect to the definition of topsoil <br />contained in Section 9.02 (Definitions). <br /> <br />Assistant City Engineer Himmer explained that staff, in conjunction with the Public Works <br />Committee and Environmental Policy Board, slightly modified the MnDOT specification to more <br />specifically address the soil conditions. found in Ramsey by restricting the allowable sand content <br />and in order to be more in line with surrounding communities that have a similar requirement, <br /> <br />Planning CommissionlDecember 3, 2008 <br />Page 3 of7 <br />
