<br />Mayor Gamec requested staff to provide the Council with the commissioners that serve on the <br />County HRA and the schedule of County HRA meetings. He noted after the Council approves <br />the creation of the HRA it would be beneficial to represent themselves to the County at one of <br />the County HRA meetings. <br /> <br />Councilmember Elvig indicated he would like to know of any of the County's concerns regarding <br />a City HRA prior to meeting with them. He inquired about the aggressive schedule to form the <br />HRA. <br /> <br />Mayor Gamec replied the creation of the HRA will give staff direction to get things going. There <br />are problems that need to be addressed in the area of housing. He noted funding will be available <br />with the widening of CR 116 and there will be housing issues to address in the area of <br />Dysprosium Street. <br /> <br />Councilmember Pearson asked how the HRA members will be chosen. <br /> <br />City Administrator Norman replied the HRA will be comprised of the Council for one year. The <br />bylaws relating to the members can then be changed. He explained there are advantages of the <br />members continuing to be comprised of the Council and there are advantages in moving to <br />utilizing citizens as members. There will be some controversial items whe~e it would be desired <br />to have distance between the Council and the HRA. He noted the development around the <br />parking ramp will have housing, which could be an HRA project to discuss immediately. <br /> <br />HRA Executive Director Frolik indicated there will be a resolution for the Council's <br />consideration to schedule the public hearing regarding the creation of the HRA at the next City <br />Council meeting. <br /> <br />1) Municipal Center Budget & Design <br /> <br />Assistant City Administrator Nelson indicated representatives of BKV Group and 3D/I are <br />present to update the Council on the budget for the Municipal Center project, discuss the <br />landscaping plan, and review the proposed design for the Council Chambers. <br /> <br />Cheryl Badinger of 3D/I indicated the design development portion of the Municipal Center <br />project has just been completed and the project totals have been estimated. They have been <br />working to bring the price down from the estimates. She reviewed the design development <br />estimate for the Ramsey Municipal Center with the Council in the areas of administration, fees, <br />construction costs and furnishing, fixtures and equipment. <br /> <br />Assistant City Administrator Nelson explained currently there is a full house at City Hall of <br />Herman Miller furniture. The furniture is gray and an old hobnail fabric that staff has stopped <br />purchasing, as it is difficult to get and is more expensive. A decision will need to be made on <br />whether this furniture will be moved to the new City Hall. There are a lot ofthings that can be <br />reused, and staff will do their best to do so.
