<br />Councilmember Elvig expressed concern that the entire area is proposed to be landscaped. He <br />indicated there are some benefits in seeing what is developable and being able to add and <br />subtract to the landscaping. He feels as though the increased landscaping and the increase of a <br />full $100,000 is going too far, especially when they are fighting the budget to bring some things <br />down. He noted the Facilities Committee discussed potentially involving local garden clubs to <br />make some of the landscaping a citizen type approach. <br /> <br />The Council further discussed the additional funding and the landscaping plan. <br /> <br />The consensus of the Council was to include the additional $100,000 in the landscaping plan. <br /> <br />Council Chambers <br />Mr. Redmund presented the design of the Council chambers to the Council. <br /> <br />Biddinz Schedule <br />Ms. Badinger reviewed that the tentative bid date is set for May 19th. The Council will need to <br />approve going out for bids in April. <br /> <br />Mayor Gamec expressed concern that the bidding period of April/May should be moved up to <br />Marchi April. <br /> <br />City Administrator Norman concurred. <br /> <br />It was determined that the bidding process would be moved up to a Marchi April time period. <br /> <br />Bill Baxley of BKV Group clarified the following direction from the Council: Increase in the <br />budget for the detention area at $205,000; adding in at least one of the components of the <br />perimeter fence and looking at alternates for both of them; increase of $100,000 to the <br />landscaping budget; increase in the budget for the Commission Agent. <br /> <br />Assistant City Administrator Nelson indicated she will be bringing forward specific contracts <br />with regards to networking, security and radio. She noted there will not be a design fee from <br />QCTV. <br /> <br />The meeting was recessed at 7:37 p.m. and reconvened at 7:47 p.m. <br /> <br />2) RTC Feasibility Studies <br /> <br />Town Center Parking Facility <br /> <br />Mr. Lasher reviewed the feasibility study of the Town Center Parking Facility. He explained the <br />parking deck next to City Hall will be called Ramsey Municipal Parking Facility and the second <br />facility will be referred to as Parking West. He reviewed the uses that will be served by the <br />Ramsey Municipal Parking Facility and explained it will be completed in the first phase of the <br />project. He noted the source of funding for the ramps will be the City and RTC, with grants from <br /> <br />City Council Work Session/February 1, 2005 <br />Page 6 of 10 <br />
