Assistant City Administrator Nelson explained it appears there may not be much involvement <br />from the Happy Days Committee this year; it is normal in these types of events for the <br />participation to ebb and flow. She questioned if the location of the event should be posed do the <br />committee. <br />Councilmember Elvig expressed his support of the street dance being located in front of the new <br />Municipal Center. He noted this would open up Town Center, businesses might put up tents, <br />there would be on -site parking, and the City would control the entire site. He suggested a couple <br />of Councilmembers be present to discuss the situation with the Happy Days Committee. <br />Police Chief Way advised there is not room for the event at the current location. <br />Mayor Gamec inquired if there will be power available if the event is held in the area of the new <br />Municipal Center. <br />Fire Chief Kapler indicated this is a challenge that staff will need to work out and report back to <br />the Council. <br />Lord of Life Church Event <br />Assistant City Administrator Nelson reported staff will be meeting with the Lord of Life Church <br />on Monday morning regarding the church's upcoming event. <br />Mayor Gamec expressed concern that the event portrayed by the church as a small church <br />carnival seems to be turning into a large event with fireworks, a dance, wine tasting, and G.B. <br />Leighton scheduled to perform. <br />Police Chief Way expressed concern regarding the use of police officers to staff the Lord of Life <br />event. He explained it had been mentioned that police officers might want to volunteer to staff <br />this event; however that is against City policy due to possible City liability. His position is if <br />there will be alcohol served at the event there should be officers in the area; however, if there is a <br />large crowd two officers may have a difficult time handling things. Reserve officer are cut thin <br />and it is difficult to make volunteers cover this type of event. He indicated other establishments <br />are required to pay for the use of officers to cover this type of event, and all of these types of <br />situations should be treated the same. He requested direction from the Council regarding the <br />City's position on this issue. <br />The consensus of the Council was in support of Police Chief Way's recommendation that these <br />types of events should all be treated the same, and that Lord of Life Church should be required to <br />pay for police officers to cover the event. <br />Fire.Chief Kapler advised it would behoove the City to draft a standard for this type of situation, <br />as it will continue to come up as Town Center grows. <br />Staff Updates <br />City Council Work Session / March 21, 2006 <br />Page 6 of 7 <br />
