If there is a strong message from the Council it will address how enforcement should <br />be conducted. <br />Councilmember Jeffrey asked what the Council can do to help staff in their enforcement efforts. <br />Assistant Community Development Director Frolik stated Council support is needed for staff to <br />have credibility in the enforcement. <br />Councilmember Olson commented it is important for the business owners to know the City will <br />work with them in not using curbing if it is not necessary. <br />Assistant Community Development Director Frolik indicated this would require Council <br />direction. Language should be included in the H-1 District of City Code that the cement curbing <br />requirement will be waived if it is not required for drainage purposes. <br />Councilmember Jeffrey stressed the need to review the H-1 District requirements if there will be <br />flexibility allowed in areas such as curbing. If this is not done there will be a lot of cases going <br />before the Planning Commission for public hearings. <br />Consensus of the Council was to direct staff to continue enforcing the Highway 10 performance <br />standards. The H-1 District requirements in City Code should be amended to allow alternatives <br />such as rolled curb while ensuring that drainage requirements are met. <br />Assistant Community Development Director Frolik indicated staff has not made it practice to <br />require all existing sites to put in pavement; there are a few sites honored as grandfathered in <br />paving requirements. However, any property expanding would need to meet blacktopping <br />requirements. <br />4) Old City Hall & Fire Station #2 Replacement <br />Fire Chief Kapler reviewed that BKV Group was contracted to produce three options for the <br />replacement of Fire Station No. 2; partial demolition, utilize part of the building and abandon the <br />rest, and rebuild a new station. BKV presented the document to Council for discussion at a work <br />session. Council then directed staff to detail two options; 1) build a new station in the near <br />future, using existing buildings until then; and 2) build a new station in a timeframe of 5-7 years, <br />again using existing buildings until the new building would be available. <br />Mr. Tom Redmund, BKV Group, provided an overview of the following options for <br />consideration with the old City Hall and Fire Station No. 2 replacement: • <br />• Stabilization Assuming Near -term New Construction including options for consideration <br />that are not include din the estimate <br />• Concept Estimate — Option 1: Stabilization of Existing Structure Anticipating new Fire <br />Station Construction in 2008 <br />■ Stabilization Assuming Intermediate -term New Construction including options for <br />consideration that are not included in the estimate <br />City Council Work Session / October 17, 2006 <br />Page 5 of 8 <br />
