Mayor Gamec requested staff to work with the school district regarding the evacuation process. <br />Assistant City Administrator Nelson requested direction on how to proceed when the building is <br />vacated. One option would be to proceed with the two bulleted points in Fire Chief Kapler's <br />memo related to improving security lighting and the minor revision to the HVAC system. The <br />other option would be to proceed with Option 1. <br />Councilmember Olson asked if there are any elements of Option 1 that are not included in <br />Option 2. <br />Mr. Redmund responded in the negative. <br />Consensus of the Council was to direct staff to proceed with Option 1 for the Fire Station <br />replacement and to prepare the finance package for the project for Council review. <br />5) Knoll Storm Water Pond <br />City Administrator Norman indicated Outlot A, AEC Energy Park held the storm pond for <br />Anderson-Dahlen (Knoll Properties) and over time the City incorporated it into its city-wide <br />storm water management plan. The owners of the property are looking to develop this site and <br />the location of that pond is not conducive to maximizing development on the site and creating <br />more tax base and jobs for the City. The parcel is located in TIF District No. 6, which will be <br />decertified this year and the budget for the district allows for the construction of site <br />improvements. The work done to the pond will increase storm water capacity and alleviate a <br />storm drainage problem on an adjacent site owned by Vision -Ease. Mr. Norman indicated the <br />cost to reconfigure this pond will be approximately $45,000 and the City has negotiated a <br />65%/35% split in cost for the reconfigured pond; with the City paying 65%. Council action is <br />not necessary to expend the TIF funds on this project but entering into an agreement to split cost <br />with a private developer is. The easement over the new pond will be given by Knoll Properties <br />at no cost to the City. The land will also be re -platted by Knoll Properties at their cost when the <br />development occurs. Staff is looking for permission to prepare these documents and have them <br />executed on the consent agenda at the October 24th Council meeting. <br />Consensus of the Council was to direct staff to prepare the documents to enter into an agreement <br />to split costs with Knoll Properties for the above storm water pond reconfiguration, and to <br />include the documents on the consent agenda of the October24, 2006 City Council meeting. <br />MAYOR, COUNCIL AND STAFF INPUT <br />City Administrator Norman recommended a Council work session be scheduled for Monday, <br />October 30, 2006 due to a Tuesday meeting this week landing on Halloween. <br />Consensus of the Council was to direct staff to schedule a Council work session for Monday, <br />October 30, 2006. <br />City Council Work Session / October 17, 2006 <br />Page 7 of 8 <br />
