14 <br />Good Evening, Mayor Ramsey, and Council Members. <br />My name is Edith Testino, I reside at 14178 Argon St., NW, in Ramsey for 16 years. My <br />husband and I are retired and can see what goes on in the neighborhood most days. I am "kid <br />friendly" and my property is surrounded by families with them. I like living where there are <br />people of all ages. <br />I am very concerned and strongly opposed to the closing of 142nd Ave. I live approximately 2 <br />houses from 142nd Ave. This road is the best and safest road for ingress and egress from our <br />area. Plowing would become a problem, emergency vehicles will be delayed etc. The roads that <br />would have to be used, in the event of 142nd Ave. closing, are hilly, very often have cars parked <br />on the road and in the winter, these roadways are not cleaned/salted/sanded to allow safe access <br />and even at present, are extremely slippery. There are children on those streets too. Will <br />City be going to Dead End all roads with children that have cars driving through? <br />How many accidents have you recorded on 142nd Ave and Argon St.? I haven't witnessed any <br />since I'm living here but I believe there was one on the hill section. The traffic was very bad on <br />this street at the time of road construction when people detoured but has resumed to ifs normal <br />pattern since. Most of the cars driven on Argon St. belong to residents of this area or their <br />visitors. Why can't people write down the plate numbers of the cars that are of a concern to <br />them and give it to the police for a warning? <br />On the day they were putting the barriers up I stopped cars before they turned around and gave <br />out forms to residents until approximately 11:30am. Of all the cars I stopped, there were 3 <br />going to the businesses, driving at a responsible rate of speed, and NOT speeding. <br />The interested party that is encouraging the closing of 142nd Ave. has his own agenda and didn't <br />ask for neighborhood input. That family is already on the dead end section of Argon St., <br />therefore doesn't have all the traffic on their section of road. Why is he doing this? He wants a <br />park! People are having enough trouble paying taxes without buying another park. The City <br />already has many beautiful parks. <br />Anyone serving on our City Boards, Committees, etc should not be taking care of their own <br />agenda but the business of the people of this city. This was not brought to anyones attention <br />until last fall, when a letter went out from the city. Many people in our neighborhood have <br />young children they pick up after work, prepare dinner, do homework etc. and aren't able to <br />make meetings. I, too, am guilty of not showing up. <br />In closing, I would like to ask are we going to make Dead End streets at every whim? <br />According to the sign posted on 142nd Ave, the road is scheduled to be closed tomorrow, <br />January 14th It shouldn't be if the majority of residents want it to remain open. I am told the <br />city road manager is determined to close it tomorrow regardless of the peoples wishes. Does <br />the road manager answer to anyone? <br />I sincerely hope you will all give this some consideration and VOTE AGAINST THE <br />CLOSING OF 142nd Ave. <br />Thank you for your time.
