26 <br />pavement, but a ten foot drainage and utility easement at this property could be obtained to allow <br />for snow storage. <br />Cu de sac -A cul de sac having a radius of 30 feet was laid out and found to fit relatively well <br />within the area currently occupied by the existing turn around area. It is proposed that this be the <br />paved radius for the new cul de sac. A right of way area having a radius of 40 feet would be <br />acquired to allow for snow storage off of the pavement. Property acquisition for this cul des sac <br />would primarily impact two of the four northernmost lots and could be accomplished without <br />major impacts to trees or landscaping but would require modifying a chain link fence line. <br />Property Acquisition - Additional right of way will be required to facilitate this project as <br />outlined above. The feasibility study did not address acquisition cost because of uncertainty of <br />existing City property rights at the time. A review of the land values as determined from the <br />Anoka County Assessor's office averages $1.89 per square foot. It is estimated that land <br />acquisition cost could between $30,000 to $40,000 assuming most of the acquisitions being <br />considered minor takings not requiring "before and after" appraisals or the cost of court appeals. <br />It would be helpful to know whether property owners are receptive to property acquisition based <br />upon the per square foot unit price concept. The Council must also determine how property <br />acquisition cost would be financed. Staff would propose that storm sewer easement costs be <br />funded by the storm sewer utility. Street right of way costs might be considered an element of <br />the street cost to be divided equally between the property owners and the City. <br />Storm sewer - The storm sewer improvements were reviewed with the property owners and <br />found to be substantially acceptable as proposed in the current feasibility study. Either the north <br />or south borders of the property located at 18015 the Street appear to be acceptable for a storm <br />sewer outfall to the lake. <br />Schedule - The next step in pursuing this project would be to modify the draft feasibility study <br />and subject the project to a public hearing.
