30 <br />INTRODUCTION <br />• <br />On May 27, 2007 a petition was received by City Council requesting the bituminous <br />paving of Ute Street from 179` Lane to a distance approximately 800 .feet to the north <br />(terminating at the dead end turn around), A copy of this petition is contained in <br />Appendix A, City council directed the preparation of this feasibility study in response to <br />this petition, <br />The project area and benefitted properties is illustrated in Figure 1, This report will <br />identify the existing street condition along with the proposed improvements and the <br />associated costs and financing, including the cost to each benefitted property. Finally this <br />report will provide a possible project timeline. <br />EXISTING CONDITIONS <br />The surface of the existing roadway is prirnarily native sand riterial with some • <br />aggregates that have been added to portions of the roadway. The roadway, width is 16 to <br />18 feet wide, The street terminates in a dead end 'approximately 800;feet north of 179" <br />Lane (CR27) with an irregularly Shaped bulb which is roughly 35 to 40 feet at its widest <br />dimension. This bulb f notions very poorly as a turn arciund,pr large emergency vehicles <br />and city plows and is even problematic for passenger vehlales to turn, around without <br />entering a private driveway, <br />The project area is not platted and of County records indicates that a 33 foot <br />road easement exists on the properties located on the west side oldie street and a 30 foot <br />access easement exists on-the properties on the east side of the street, A review of the <br />property deeds by the City Attorney will need to be made to determine whether sufficient <br />property rights exist - to facilitate:a;wide roadway, The exact location of the existing <br />roadway within these easements: is Uncertain. <br />The northern 2`00 feet of the roadway drains northward into the City of Nowthen. The <br />southern 650 feet the roadway drains easterly onto the adjoining property and toward <br />Rogers Lake. Because -of the`relatively steep grade toward the lake, there is little ponding <br />except for the area of the south end of the project area. There are few driveway culverts. <br />A total of 11 properties have frontage along Lite Street. Three of these properties have <br />double frontage with Waco Street to the west. Two of these three properties have their - <br />mnain frontage and address assignment on Waco Street. All three of these properties were <br />assessed for the improvement of Waco Street when it was paved in 1993, Two of these <br />eleven properties have their address and main .frontage on 179 Lane. The property at <br />4925 has its driveway located onto 179` Lane and 4947 has it driveway onto Ute Ste <br />very near the intersection with 179 Lane, <br />
