Motion by Councilmember McGlone, seconded by Councilmember Dehen, to recommend to the City Council that staff be directed to install a priority street light at the intersection of Nowthen Boulevard and 173` Avenue NW Motion carried. Voting Yes: Chairperson Elvig, Councilmembers McGlone and Dehen. Voting No: None. Case #2: Overview of 2009 Street Maintenance Program City Engineer Jankowski stated that the City usually begins the street maintenance program this time of year. He reviewed how the street maintenance projects are scheduled, but noted that it is a somewhat idealized schedule and projects vary from the plans. He stated that for scheduling of projects, Public Works Supervisor Reimer also does an inventory of the streets every year and rates them on a scale of 1 to 10. He stated that budget issues also play a part in the scheduling of these projects. He reviewed the anticipated expenses for this year's programs He noted that there has been a section of Dysprosium Street that the City has been delaying taking action on for years because of the possible realignment of TH 47. He stated that because it has been delayed, the road. is now in very poor shape, so they are proposing to do a recycle /reclaim pavement project this year. Councilmember McGlone asked if this would increase the tonnage for this road. City Engineer Jankowski stated that it would and reviewed the specs of the roadway. He stated that currently the City doesn't have a policy for mill and reconstruct and they are looking for some guidance on possible policies for the future. He reviewed the areas that will need overlay projects this year. Councilmember McGlone asked if any of these projects were MSA projects. City Engineer Jankowski stated that, except for Dysprosium, they are not MSA streets. He stated that they are anticipating the use of MSA funds for Dysprosium. He noted that in the past ten years, the City has done about 10 -15 miles of roadway a year and noted that within the last 5 years the City has focused on doing more overlay projects. Councilmember Dehen asked about the status of a portion of roadway that had been discussed at an earlier meeting where there were a lot of problems with repair and discussion about possible reconstruction. Assistant City Engineer Himmer stated that he has recently put together some estimates for different projects in that area. He stated that he is planning to sit down with neighbors in that area to discuss this and then will bring that information back to the Public Works Committee. Councilmember McGlone asked about the polymer modified asphalt and different granule sizes. He asked if it would make sense to go to that as our new standard to get longer wear now.
