Councilmember McGlone asked if they were asking to change the project and redesign it.
Public Works Director Olson stated that it is a much bigger project than just a mill and overlay.
He stated that it is a State Aid road that carries a significant volume of vehicles and he thinks
narrowing the road will help calm the traffic on the roadway.
Chair Elvig stated that the housing there doesn't have a lot of parking and may have a problem
with a narrower roadway.
Councilmember McGlone stated that he isn't too keen on narrowing the road, but may support
parking on one side with a sidewalk.
Councilmember Dehen stated that he doesn't think there is any question that Anoka will not
agree to have TH 47 run through the business park.
Public Works Director Olson stated that, based on the interactions the City has had with the
neighborhood, it is why they are talking about narrowing the road with a sidewalk.
Councilmember Dehen stated that the houses in there are hard to get to, parking is a problem and
people will have to park on the road.
Chair Elvig stated that much of the roadway is a playground because it is so wide, which is one
of the concerns residents have about speed. He stated that he thinks it is a bigger question to
consider when you talk about narrowing that down.
Public Works Director Olson stated that the question is whether or not the City moves forward
with the project because the City has been putting off this decision and it is to the point where
something needs to be done.
Chair Elvig suggested that this should be discussed at the full Council and also take a look at
costs.
Councilmember McGlone stated that perhaps the City could salvage one of the curbs, which
could help keep costs down.
The Committee discussed which side of the road the sidewalk could go on.
Chair Elvig suggested that staff put together a feasibility study on the Dysprosium Street project
and include what the rest of the MSA projects are.
Motion by Chair Elvig, seconded by Councilmember McGlone, to recommend to the Council
that they direct staff to prepare a feasibility study for the 2009 Street Maintenance Program,
without Dysprosium Street and to prepare further cost analysis and study for the potential of the
Dysprosium project to be discussed at a future Council Work Session.
Public Works Committee / January 20, 2009
Page 6 of 9
