Plow Truck and Equipment -ordered, 6 months to delivery

Councilmember Zimmerman inquired if it would be possible to use the landfill property for snow
storage.

Councilmember Cook replied that there might be a problem with doing that because of the
monitoring wells.

Assistant Director of Public Works Olson noted that the other issue would be thatthe City would
have to deal with the MPCA because they own the land and he was not sure if they would be in
favor of placing snow with sand and salt on the landfill site. The site is already identified as
being contaminated and the MPCA is spending a lot of money to try and clean it up. At this
point staff is just trying to get a grasp of what the need is going to be for snow removal.

Councilmember Elvig stated that it might make sense to contact the County to see if it would be
possible to place snow on their property across from the Town Center.

Councilmember Zimmerman replied that there might be some environmental issues with doing
that because it is so close to the river. He thought it would be a good idea to discuss the
possibility of utilizing the landfill property.

Street Supervisor Reimer noted that another option is to purchase big heaters that quickly melt
piled snow. He also explained that some cities actually install heat coils under roadways or
sidewalks to melt snow in the winter.

Assistant Director of Public Works Olson inquired if staff should research the feasibility of
placing heat coils under the roads or sidewalks within the Town Center.

Councilmember Cook replied that he thought they should at least look into the feasibility of
installing the heat coils as well as purchasing a snow heater that would melt down piles of snow.

Assistant Director of Public Works Olson explained that the reason he asked the question is that
staff is far along in the design process for Sunwood Drive and Rhinestone so they would have
decide fairly quickly if that is a change they would want to make with the plan. Or is it
something they would be considering for parking lots and sidewalks within the Town Center.

Councilmember Cook replied that he did not think that they should be placing the heat coils
under Sunwood Drive, but possibly under the interior roads in Town Center.

Public Works Committee/February 17,2004
Page 2 of9
