<br />Councilmember Elvig stated that if they are going to have stamped sidewalks in the Town Center <br />it may be must to have the heated sidewalks. <br /> <br />Consensus was to direct staff to put together information regarding heated streets and sidewalks <br />as well as snow heaters for the Committee to review. <br /> <br />Councilmember Elvig suggested that staff talk to Ramsey Town Center, LLC to see if they had <br />any. suggestions regarding the heated streets or sidewalks. <br /> <br />There was no action required. <br /> <br />Case #2: <br /> <br />Consider Assessment Policy Regarding Townhomes <br /> <br />City Engineer Jankowski stated that at the January 1 ih Public Works Committee meeting a copy <br />of the proposed 2004 Street Maintenance Program was presented. This year's program calls for <br />an overlay project within the Rum River Estates subdivision, IP 04-14. This project was noted to <br />be somewhat unique in that the benefited properties included a mix of uses, which included <br />single-family residences, townhomes and the golf course and raised a question as to the proper <br />method for assessing the townhomes. Staff was directed to survey other communities, report on <br />the methods they employed in similar situations, and make a recommendation for modifying the <br />City's current assessment policy. A review was conducted of all the townhome developments <br />within the City. Below is a listing of all such developments along with an identification of how a <br />street project might be assessed: <br /> <br />. Sunfish Ponds - P <br />. Birch Hill Lodges - Unit <br />. ACCAP Townhomes (SunwoodTownhomes) - MSA <br />. Orchard Hill Townhomes - P <br />. Alpine Meadows - Unit <br />. Rum River Townhomes-P <br />. Rivenwick 3rd - Unit & MSA <br />. The Ponds - P <br />. Alpine Acres - Unit <br />. Evergreen Point Townhomes - Unit <br />. Senior Apt Dysprosium - MSA <br /> <br />Of the eleven developments listed above, the majority of them lend themselves to assessment <br />under the current policy where the total assessable project cost is divided equally by the <br />benefiting units. This is because all of the public streets in the subdivision exclusively serve the <br />townhouse units. These subdivisions are identified by the word "Unit". Three developments, <br />ACCAP, Senior Apt on Dysprosium Street, and Rivenwick 3rd, have frontage on MSA streets <br />and could be assessed by our current policy, which assesses such unit the "average" cost of that <br />type of improvement for that year. The remaining four-townhome subdivisions, including Rum <br />River Townhomes associated with I P 04-14, are labeled "P" for being problematic.
