<br />Councilmember Cook made a friendly amendment to change the amendment to include present <br />information in the ordinance regarding water conservation. <br /> <br />Chairperson Zimmerman noted sprinklers are sometimes misdirected and spraying out into the <br />street. <br /> <br />ParkslUtilities Supervisor Riverblood noted the sprinklers do get out of adjustment. In the past <br />the violation has been highlighted with a note to realign the sprinklers. He noted the plan review <br />for commercial property has been modified to require the use of rain sensors, which only cost <br />about sixty dollars. <br /> <br />Motion carried. V oting Yes: Chairperson Zimmerman, Councilmembers Elvig and Cook. <br />Voting No: None. <br /> <br />Case #3: <br /> <br />Review Construction Plans for Elmcrest Park Improvements <br /> <br />Civil Engineer II Linton reviewed that Elmcrest Park is located in the northeast quadrant of the <br />City. The fields and irrigation were installed several years ago. The play fields have been mowed <br />and maintained since construction. The public has not had access to the park due to the lack of <br />adequate parking facilities. Solicitation for design of the parking improvements was authorized <br />in late 2003. Staff has been working with council members and the consultant to prepare <br />construction plans. The plans provide 400 parking stalls spread around the perimeter of the <br />playing fields, providing multiple "Choice parking" spots. <br /> <br />Civil Engineer II Linton explained that a preliminary construction cost estimate was submitted in <br />December 2003 and a revised cost estimate was submitted in April 2004. He reviewed the <br />differences in the two cost estimates, with an estimate of $585,000 from December 2003 and an <br />estimate of$901,120 in April 2004. He explained the major increase in the priceis due to the <br />improved pavement section under the streets and the parking areas. The soils on the site are <br />atypical for Ramsey and do require more than the standard pavement section. The streets and <br />parking can be constructed without the sand and geotextile fabric; however, pavement life will be <br />reduced. The engineers estimate includes 10% or $81,100 for contingencies. The latest estimate <br />also includes extending the trail into the southeast comer of the park to connect to the trail along <br />TH47. <br /> <br />Civil Engineer II Linton reviewed the potential funding mechanisms.
