Ponds
Restoration
Total Phase 1

37,000
12,000
474,000

Civil Engineer II Linton noted the first phase of the project would provide just under 200 parking
stalls.

Chairperson Zimmerman questioned if the proposed parking for.Phase One would suffice if
soccer is played here.

Civil Engineer II Linton replied Mr. Casey from RY AA had indicated he felt 400 stalls would be
necessary, which is what the ultimate design shows. He noted additional development will be
coming into Ramsey, and this is one option to get the project started, with more the project being
completed as the City receives more park dedication funds. One item that did not get into the
budget is the cost of the driveway extension to the north. The owner of the parcels north of the
park, John Peterson, has verbally agreed to let the City use an existing driveway to access the
park. The plan would be to widen the driveway to 24 feet by rolling back the sod and placing 6"
of class 5 and no bituminous.

Councilmember Elvig questioned if the planned excavation is necessary for trails versus heavily
traveled roads.

ParkslUtilities Supervisor Riverblood replied in his opinion it is probably not necessary. Also,
the extreme northeast comer of the park consists of sand, as well as the driveway connection.

Councilmember Elvig questioned if the trail fees and park dedication fees are two different
funds.

Civil Engineer II Linton responded in the affirmative.

Councilmember Cook asked if it is known that there will be park dedication funds coming in this
year, so they can complete the whole project by mid summer. He assumes there will be some
development happening up in the Oak Park district. He questioned if there are funds from Town
Center Gardens.

Civil Engineer II Linton stated this would need to be verified with Finance Officer Lund.

Chairperson Zimmerman stated the City has to live within their means, but they can at least get
started on the project.

Councilmember Elvig asked Bill Casey of R Y AA if 200 stalls is a reasonable start to get this
project active.

Mr. Casey replied it will do the job short term. His concern is that during next year's
construction season they will need the full capacity of the park as far as playing surface.
