<br />can minimize the traffic by keeping more of the large fields there and the young kids at Central <br />Park as much as possible. His concern is with the traffic when they are trying to complete <br />construction at the same time. He questioned if that would be a potential liability for the City. <br />He noted the games are in the evening and construction is usually shut off at 5 :00 or so. As far as <br />the phasing, they have to do what they have to do, and if the money is not there they have to <br />figure something else out. <br />, <br /> <br />Councilmember Elvig stated he agrees the City has to live within their means now. There will be <br />a lot of growth to put towards this eventually. It should be looked at where money can be saved <br />with different layering and capacity. <br /> <br />Civil Engineer II Linton indicated a 7 ton road was changed to a 5 ton road in one place, which <br />saved a couple of inches of asphalt and a couple of inches of sand. That is reflected in these <br />costs. <br /> <br />Councilmember Cook noted larger equipment will be needed from time to time to maintain the <br />park. It never pays to make a road too light, as it will be broken up. He appreciates the fact that <br />staff has cut back where they can, but he thinks they should start looking at more creative <br />financing. Anytime something is phased it will cost more to get it done. Secondly, if the second <br />phase will need to happen next year, that is not a lot of time to come up with the money. He <br />suggested they look at ways to creatively come up with the money and complete the project at <br />one time, as it will likely cost 30% more to do it twice. <br /> <br />Mr. Casey suggested the bituminous driveway be completed up to 1 67th Avenue and the <br />northeast parking lot .be done in bituminous, with the rest of the parking areas excavated and left <br />as Class 5. This would save money on bituminous and curbs. <br /> <br />Civil Engineer II Linton indicated that would be an option. He suggested they consider doing all <br />the grading at one time. There is a sand pocket in the northeast corner and they would not have <br />to truck in as much sand, which could be additional savings. <br /> <br />Councilmember Elvig suggested staff look at some of the different options that have been <br />discussed and report back to the committee. <br /> <br />Councilmember Cook requested staff to analyze the finances to determine if there would be <br />funds available to complete the whole project. <br /> <br />Chairperson Zimmerman reviewed the following direction of the committee: <br /> <br />. <br /> <br />Rough grading to be completed <br />Parking stalls to be Class 5 <br />East side bituminous <br />Determine what the trails look like in reality, as opposed to being completely built up and <br />the potential staging of the trail <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Public Works Committee/April 20, 2004 <br />Page 13 of 16 <br />
