<br />· Finance Officer Lund to inform the committee of the finance options and where some <br />creativity might come into play, and of projections for income in this area <br /> <br />Councilmember Cook stated when a one million dollar cost is being discussed, phasing does not <br />take into consideration the cost of inflation between now and the next building season, and he <br />does not see that as using their money wisely. <br /> <br />Motion by Councilmember Elvig, second by Councilmember Cook, to direct staff to review the <br />comments and direction of the committee, and to bring it forward to the first City Council <br />meeting in May for review by the full Council. <br /> <br />Assistant Public Works Director Olson indicated if staff has enough information before the next <br />Council meeting it will be brought forward at that time. <br /> <br />, <br />Motion carried. V oting Yes: Chairperson Zimmerman, Councilmembers Elvig and Cook. <br />Voting No: None. <br /> <br />Case #6: <br /> <br />Request for Maintenance of Private Street <br /> <br />Assistant Public Works Director Olson reviewed that this case is regarding a request from Rum <br />River Hills to take over the private street that services their subdivision. The primary question <br />that was listed by the association was approximately how much each homeowner would be <br />assessed for a street improvement project if the City required the street to be upgraded to City <br />standards. It is difficult to estimate the cost of construction on this street since staff is aware that <br />there may be some soil issues with this particular roadway. Staff recommends that a soil boring <br />be completed to determine an appropriate depth of road to bring this section up to City code. <br />This recommendation comes at a cost of $400 pursuant to discussions with Northern <br />Technologies, Inc. who would perform this service. Staff had a discussion with Ms. Jan <br />Miskowic and have asked for this cost to be reimbursed by the association. She plans on <br />discussing it with their Board and writing a letter, if approved, agreeing to the expense <br />reimbursement and allowing the work to be done on private property. <br /> <br />Motion by Councilmember Elvig to recommend to the City Council to hire Northern <br />Technologies at a not to exceed cost of $400 contingent upon the Rum River Hills Townhouse <br />Association issuing a letter agreeing to the reimbursement and allowing the soil boring to be <br />done on their private property. <br /> <br />Councilmember Cook questioned why the boring would be done if the City does not want to take <br />over the road. He stated there are two things he does not like about the road. A developer could <br />say they are going to have private roads and later if the City takes them over a precedent is set. <br />Second, there is a loophole where someone can get by the setback and easement requirements for <br />a public road when putting in a townhouse and then turn it over to the City. It is almost like <br />getting a PUD and not earning it. He is not interested in taking the road over any more than he <br />was the last time it was discussed, and questions why the City should do the soil borings. <br /> <br />Public Works Committee/April20, 2004 <br />Page 14 of 16 <br />
