<br />Assistant Public Works Director Olson explained the association did not expect that would be the <br />topic tonight. This was more of a fact finding mission, with a soil boring to be done and the <br />association given the opportunity to speak. There is discussion about the City taxes they pay and <br />that it is much more similar to other roads within the City, while there are definitely some <br />loopholes that are created. <br /> <br />Chairperson Zimmerman stated he agrees with Councilmember Cook. He does not think any <br />other city allows the City to take over private streets. This has been gone through to determine <br />what streets will be private and what streets will be public. He questioned why they would <br />deviate from that. <br /> <br />Assistant Public Works Director Olson indicated he did not guarantee anything. Regardless of <br />whether the City takes the street over there needs to be reconstruction and rehabilitation of the <br />street. The association can use the information that they gather at a cheaper cost than they could <br />gather it because the City has a relationship with Northern Technologies. <br /> <br />Motion seconded by Councilmember Cook. He stated by seconding this motion it will not cost <br />the City anything and the association should not get the idea it means the City will take over their <br />road. <br /> <br />Councilmember Elvig noted there was a conversation where the association was only asking <br />what it would cost if it were going to be a public road, and how it would have to be <br />reconstructed. His impression was that they were willing to pay to have the road totally <br />reconstructed to a City road, and he does not think they are looking for a loophole. <br /> <br />Assistant Public Works Director Olson advised there is not enough right-of-way to get by with <br />the original setbacks. There have been instances where the City has allowed lesser right-of-ways <br />in PUD's but that comes with other circumstances as well. Taking this on as a City road would <br />be a slippery slope. <br /> <br />Motion carried. V oting Yes: Chairperson Zimmerman, Councilmembers Elvig and Cook. <br />Voting No: None. <br /> <br />COMMITTEE INPUT <br /> <br />1) Highway 10 Interchange <br /> <br />Chairperson Zimmerman stated it would be beneficial to keep things moving in regards to the <br />Highway 10 Interchange in the City of Rarnsey. <br /> <br />Councilmember Cook stated it is important to get the mapping done.
