Assistant Public Works Director Olson explained the association did not expect that would be the
topic tonight. This was more of a fact finding mission, with a soil boring to be done and the
association given the opportunity to speak. There is discussion about the City taxes they pay and
that it is much more similar to other roads within the City, while there are definitely some
loopholes that are created.

Chairperson Zimmerman stated he agrees with Councilmember Cook. He does not think any
other city allows the City to take over private streets. This has been gone through to determine
what streets will be private and what streets will be public. He questioned why they would
deviate from that.

Assistant Public Works Director Olson indicated he did not guarantee anything. Regardless of
whether the City takes the street over there needs to be reconstruction and rehabilitation of the
street. The association can use the information that they gather at a cheaper cost than they could
gather it because the City has a relationship with Northern Technologies.

Motion seconded by Councilmember Cook. He stated by seconding this motion it will not cost
the City anything and the association should not get the idea it means the City will take over their
road.

Councilmember Elvig noted there was a conversation where the association was only asking
what it would cost if it were going to be a public road, and how it would have to be
reconstructed. His impression was that they were willing to pay to have the road totally
reconstructed to a City road, and he does not think they are looking for a loophole.

Assistant Public Works Director Olson advised there is not enough right-of-way to get by with
the original setbacks. There have been instances where the City has allowed lesser right-of-ways
in PUD's but that comes with other circumstances as well. Taking this on as a City road would
be a slippery slope.

Motion carried. V oting Yes: Chairperson Zimmerman, Councilmembers Elvig and Cook.
Voting No: None.

COMMITTEE INPUT

1) Highway 10 Interchange

Chairperson Zimmerman stated it would be beneficial to keep things moving in regards to the
Highway 10 Interchange in the City of Rarnsey.

Councilmember Cook stated it is important to get the mapping done. They should not put the
interchanges ahead of moving the road north.

Public Works Committee/April 20, 2004
