<br />have no intention in making any kind of a change in the way things are operating, other than <br />Commercial Asphalt's recommendation to operate their plant longer and hotter in the cold <br />season. It seems like a lot of effort put into it, and a smell test is just a smell test. It is obvious if <br />there is a plant making asphalt it will smell sometimes. <br /> <br />Councilmember Elvig noted it sounds like 90 percent of the problem is in a two week period, <br />with one or two people in the City. He inquired if there is a threshold, such as if it gets below a <br />certain temperature, when the plant would switch into this alternative type of mode. <br /> <br />Public Works Director Kapler replied he does not think staff has the background for making that <br />determination. <br /> <br />Chairperson Zimmerman suggested it would be good to have at least one odor test per day for a <br />track record. <br /> <br />Councilmember Elvig commented he would propose one odor test per week. <br /> <br />Chairperson Zimmerman asked if Commercial Asphalt would be willing to furnish the City with <br />their production levels so the City has something to go by if they receive a complaint. <br /> <br /> <br />eXplained in the past when the City received a complaint Sylvia Frolik would contact <br />him and inform him of the time the complaint came in. He would then contact the plant to find <br />out what they are making. From that they try to focus in on what the problem might be at that <br />particular time. This is something they can provide to the City. From their perspective, if the <br />City is going to monitor it and there is a situation with a lot of 2' s and 3' s, staff should contact <br />them and they can inform staff what their product has been. <br /> <br />Councilmember Elvig stated the City benefits by having this business in many ways, such as <br />taxes and lower costs in bituminous. It is unfortunate it is in a position where .it is near homes, <br />but in reasonably short term that problem may be solved due to mapping. He suggested the City <br />monitor the odor once per week randomly, and that Commercial Asphalt supply the City with its <br />product schedule and quantities for information when they receive complaints. In the future they <br />may be able to develop a threshold to kick into a different type of production mode when it gets <br />to be a certain temperature. <br /> <br />Councilmember Cook concurred. He suggested it may be beneficial if Commercial Asphalt <br />informs the City if there are days when there will be heating up and cooling down of the product. <br /> <br /> <br />indicated their intention is not to do this anymore. <br /> <br />The consensus of the committee was that staff monitor the odor once per week randomly, and <br />that Commercial Asphalt provide the City with a production schedule.
