<br />Councilmember Elvig stated staff should be certain that the monitoring is done randomly so the <br />impression is not given that the City is working with Commercial Asphalt. <br /> <br /> <br />requested a staff member be sure to contact him if there is a complaint so he can <br /> <br />follow up. <br /> <br />Case #2: <br /> <br />Review Construction of a Septic Pumper Dump Station in the City <br /> <br />Civil Engineer II Linton reported that staff has made contact with the Met Council regarding the <br />feasibility of placing a septic pumper dump station in the City. The Met Council/ MWCC is in <br />the middle of a study regarding dump stations, which will not be finished for a couple of months. <br />They did say a dump station in the northern suburbs is. needed. The study may more clearly <br />define the location of the needed station. The plan covers 0.9 acres and does not show the street <br />access. <br /> <br />Civil Engineer II Linton explained that the MWCG is looking at placing the first station near one <br />of their plants due to the high volume of solids that result from dumping the truck. They did say <br />the site should be approximately 1-2 acres, be on a 24" or larger sewer line with good flow and <br />have good security. They would entertain a proposal for a station from an interested party; <br />however, they are not ready to participate in funding a station. They will be better prepared to <br />handle such a request after their study is finished. <br /> <br />Assistant Public Works Director Olson explained staff generated this because of all the septic <br />systems in the City. The Coon Rapids station is being phased out and they would like to know if <br />there is interest from the Council and if so what degree of contribution they are willing to go <br />forward with. They have not put this design into any type of motion at all, but in hearing that the <br />Met Council has not really offered any financing for the potential construction of a facility like <br />this it seems the timing may not be right. This would be a value for the residents, but to what <br />extent. <br /> <br />Chairperson Zimmerman inquired if there is a record as to where the Ramsey residents' septic <br />systems are emptied. <br /> <br />Assistant Public Works Director Olson replied most of it likely goes to the Coon Rapids station. <br />If that station closes it will mean a longer trip for whoever empties a septic system, which will be <br />an additional cost to those that have septic systems. <br /> <br />Chairperson Zimmerman indicated the station would be worthwhile. <br /> <br />Councilmember Cook asked if there are any potential revenue earnings or if the City would break <br />even after paying the charges to Met Council. <br /> <br />Assistant Public Works Director Olson replied the City pays for the volume out of their lines. <br />One of the reasons Coon Rapids is closing their station is because it is not a money generator. <br /> <br />Public Works Committee/April 20, 2004 <br />Page 5 of 16, <br />
