will mainly be used for the snow removal operation in Ramsey Town Center where the snow will
have to be loaded in trucks and hauled away. He added that the City may be able to get rid of the
"V" plows now.

Snow removal time was discussed - Mr. Riemer reported the goal is an 8-hour completion time
for main routes and 9 to 10 hours on cul-de-sac routes. He added that the crew still finishes
under the completion time but that may change the year after next with all the new
developments. The City may have to add another route and an additional truck..

Mr. Riemer presented some general statistics regarding the plowing operation from the years
1998-1999through 2003-2004. He also presented some information relating to the effects of
sand and salt on the ice, with salt being the only thing that melts it. The damage to mail boxes is
up (12) but the damage to sod is about the same as in previous years. Miscellaneous complaints
were down. He reported on the process for handling complaints. He added that the City puts a
lot of snow removal information on its website, cable TV, and in the Ramsey Resident.

Discussion ensued relating to adding routes and equipment. Mr. Riemer suggested that
continued development and growth in the City will place more demand on staff and equipment.
Ramsey Town Center will bring with it the challenges of parking ramps, contract hauling, snow
removal operations instead of snowplowing operation, and the coordination of everyone in the
area to accomplish the task of clearing a downtown area as quickly and economically as possible.
Sidewalk maintenance is another area that is expanding quickly. The City currently plows the
school walking area on the same priority as the streets, with the rest of the sidewalks done one to
two days after the streets are cleared. Demands for sidewalk and trail clearance as well as
skating rinks clearance the day of the storm continue to rise.

Councilmember Cook commented that maybe it's time to suggest RYAA get a snow blower or
something. Roads are way more a priority.

Mr. Riemer agreed that something different may have to be done.

Councilmember Elvig inquired if there is a point where we should be talking about a Park and
Recreation Group/Coordinator to handle these things.

Mr. Kapler stated that staff will be brining this up at budget time. There should be a
coordinating person.

Councilmember Elvig commented that with the growth, this may be a good time to seriously talk
about this.

Councilmember Cook reiterated the need for more blowers and other types of equipment.

Councilmember Zimmerman commended Mr. Riemer on his accurate recordkeeping.

Councilmember Cook stated he is impressed with the amount of snow falls and the fact that there
is way less complaints.

Public Works Committee/May 18,2004
