Councilmember Elvig stated that with budget cutes, etc. we still remained status quo - the
records show that and ne was impressed with that.

Mr. Riemer suggested the need to get together and talk about the Town Center and what we will
need for a maintenance plan. That plan should be in place before it's even built. We need to
"iron out" parking restrictions, towing, storage space, etc.

Councilmember Zimmerman stated we should have more than one place to store snow.

Mr. Kapler stated that with regard to Town Center, we will look for a place on site to dump
snow. We are also focusing on the area behind Shorewood RV - that's a drainage easement.

Councilmember Zimmerman inquired about snow mixed with salt and sand with regard to the
Critical River Area.

Mr. Riemer responded there are no real limitations on that but it has to have some type of
conditioning if you are dumping it right on to the ice.

Councilmember Zimmerman agreed that there has to be at least a couple of places to dispose of
the snow.

Mr. Riemer inquired if we would let private haulers dump snow at our sites too.

Councilmember Elvig stated he likes the idea of having a snow dump site on the other side of
Highway #10.

Mr. Riemer added that the traffic control during the operation will have to be coordinated with
the Police.

Mr. Kapler reiterated that it is critical to establish a policy with regard to on-street parking, snow
emergency routes and days. He, too, felt it was a good idea to have this plan in place prior to
anyone moving in. He added that this issue is too "big" to talk about tonight but this is planting
the seed for later discussion.

Councilmember Elvig requested that Mr. Kapler and Mr. Riemer put together a list of
points/issues to talk about with regard to snow removal in the Town Center.

Councilmember Kurak, who was sitting in the audience, suggested that the Town Center
Association might have some ideas regarding snow removal also.

Consensus of the Committee was that a list of points/issues should be put together for discussion
with regard to snow removal in the Town Center along with some "rough recommendations"
from staff.

Public Works Committee/May 18, 2004
Page 3 of5
