<br />Councilmember Elvig inquired about restrictions on parking on City streets to which Police <br />Chief Way responded that there is no parking allowed between 2:00 a.m. and 6:00 a.m. <br /> <br />Councilmember Zimmerman suggested getting a policy going so when people move in to the <br />Town Center, it's already done. That way, they cannot say the City changed things on them. He <br />suggested staff check with the City of Maple Grove to see some of their restrictions, etc. for <br />Arbor Lakes. <br /> <br />Mr. Kapler inquired if the Committee would like an entire meeting dedicated to just that topic <br />(snow removal, etc. in Town Center). The Committee responded in the affirmative and asked <br />that the Police Chief join the discussion also. Also suggested was to have information available <br />from other cities and that an "empty" Town Center map be presented with coding for different <br />snow removal approaches. ' <br /> <br />Councilmember Zimmerman asked with regard to clearing sidewalks - if we do not have enough <br />personnel, would the City consider contracting that out. <br /> <br />Mr. Riemer replied that the City really does not have a policy on that right now. <br /> <br />Mr. Kapler added that we need to decide what level of service we want to provide. Contracting <br />is an option. <br /> <br />Discussion ensued relating to the Town Center - store fronts, sidewalks, etc. <br /> <br />Councilmember Cook stated it would be nice if the Town Center had one association for <br />gardening, snow issues, etc. <br /> <br />Mr. Riemer stated we need to establish sweeping cycles, etc., to which Mr. Kapler added that the <br />key is to talk about it now. . <br /> <br />Councilmember Elvig stated it's apparent we will need more staff. <br /> <br />COMMITTEE INPUT <br /> <br />1) Fatal Accident on Highway #47 <br /> <br />Councilmember Elvig mentioned the dreadful accident on Highway #47 at the intersection of <br />142nd where a five year old boy was killed. He suggested the Committee look at that intersection <br />again. From what he is hearing, it's a real commitment to drive out in those areas. There is no <br />real way to access out except the back route. He is hearing that a lot of people make a V-turn <br />going north and come back south. People coming from the north cannot see on-coming traffic. <br /> <br />Councilmember Zimmerman stated that years before Highway #47 was upgraded, the City spent <br />all afternoon talking to the State group and we did not get anywhere. They would not budget - <br />they told us we did not meet their warrants. He wondered if we would meet the warrants now. <br /> <br />Public Works Committee/May 18,2004 <br />Page 4 of5 <br />
