Case #1:

Request for Street Maintenance on 163rd Lane, Uranimite Street and 164tb
Lane

City Engineer Jankowski explained the streets on the road segment which includes 163rd Lane,
Uranimite Street, 164111 Lane, Sapphire Street, and 164th Avenue currently have a dirt surface and
a total length of just over one half mile. There has been a request by one resident on Uranimite
Street to have the alignment ofthe roadway returned to the center of the right of way. Dirt
streets tend to migrate over time as a result of plowing, grading and traffic patterns. A proposal
for the cost of survey work and staking necessary to relocate the street to the center of its right of
way has been obtained from Hakanson Anderson Assoc. Inc. This cost is estimated to be
$3,800.00. Mr. and Mrs. Shumway, the property owners requesting this consideration, have been
advised of this topic being discussed on this agenda.

Chairperson Zimmerman indicated Mrs. Shumway has informed him that the kids keep going
around the comer, which keeps throwing more dirt on their side. The road is almost encroaching
'1 on their property and there is a big hole there that fills with water. She may be concerned that
they are getting landlocked because the road is getting so far off the center.

Public Works Director Kapler noted part of Mrs. Shumway's concern is that the material is
getting pushed into their yard. It looks like the road has moved about five feet, and they have put
out the request to see where the road belongs and shift it back.

Councilmember Cook asked if this is one of the roads that was considered for repaving. He
expressed concern is in paying to straighten out a road that will need to be addressed in another
five years unless it is paved.

Councilmember Elvig asked what the latest information is regarding what this neighborhood
would like to do regarding asphalt.

City Engineer Jankowski indicated the last time a survey was done was back in the mid 1990's,
and the results were close to 50/50. There has not been a request to look at this particular street
smce.

Councilmember Cook suggested they move forward with this request and set this up to put out to
the neighborhood next year to see what they think about the road being paved. He noted the
contribution of City money has been discussed in the past as incentive to pave roads.

City Engineer Jankowski replied the consensus at the time of that discussion was not to take on
new programs when state aid was being cut.

Chairperson Zimmerman indicated he sees the paving of the road as a longer term thing to work
on. This request is just to determine where the right-of-way is located.

Councilmember Cook stated once the right-of-way is determined the homeowners will want the
road fixed. He is not willing to spend eight ornine thousand dollars to fix a dirt road if they do

Public Works Committee/July 20, 2004
Page 2 or8
