not look in the near future into repairing the road, otherwise they would be wasting taxpayer
money.

Councilmember Elvig inquired about the cost of tarring the road.

City Engineer Jankowski replied the cost of tarring the road would likely be about $61,000 for
the whole project. There are approximately 12 property owners on this street.

Councilmember Elvig inquired about a fund for improvements.

Assistant Public Works Director Olson replied a feasibility study was done to find all the dirt
roads in the City, with a discussion of assessing 50 percent rather than the 100 percent
assessment. The funds were not available due to budget cuts.

City Engineer Jankowski explained there are approximately ten ofthese projects in the City. The
total cost to complete them all would be approximately $350,000 to $400,000.

Assistant Public Works Director Olson advised one project per year could be completed ifthe
funds were put back into the program, however, approval would still be needed for the 50 percent
assessment. The City cost for this as a joint effort with the neighborhood would be
approximately $30,000.

Councilmember Elvig commented he concurs with Councilmember Cook regarding the need to
repair the road if they are going to spend taxpayers' money. He suggested staff inquire if the
Shumways would be interested in surveying the neighborhood regarding paving the road, and
explain to them that the Public Works Committee is willing to look at an incentive to have the
road paved.

City Engineer Jankowski indicated a survey could be done, or another option would be to order
the feasibility study and hold the public hearing.

Assistant Public Works Director Olson noted a feasibility study was completed on all the dirt
streets last year, which included this street. He suggested the Shumways be asked to complete a
petition if they are interested in repaving the road. He questioned if there is consensus from the
Committee as to whether the 50/50 financing should be offered.

Councilmember Elvig stated he would support the 50/50 financing. He might even suggest they
go further than that, as this is an east/west exchange.

City Engineer Jankowski noted every other street that has been paved has been assessed 100
percent.

Councilmember Cook stated it does not make a lot of sense to keep putting money into these
situations, and continuing to maintain the same road. He would rather see the money put where
it makes sense in asphalt.

Public Works Committee/July 20, 2004
Page 3 of8
