Assistant Public Works Director Olson explained the inconvenience that was referred to was not
relating to someone living on the comer, it was relating to the person driving that got into the
accident. Staff understands this is not just an inconvenience.

Mr. Greenland suggested a survey about the road be sent to the residents.

Assistant Public Works Director Olson explained the struggle they are up against is how much to
spend to make the comer safer, which will also increase the speeds. Most of the people that
travel the road are aware of the curve, and it is probably people that are visiting someone that are
running off the curve. He explained the intent is also to try to protect anyone adjacent to the curb
to not have any damage to their property.

Mr. Greenland stated he has lived here for years. Last winter a 14-foot box truck was going too
fast into the development and went off the road. The truck almost hit a Connexus electrical box
and went into his yard. That driver lives in the neighborhood.

Councilmember Zimmerman commented he thinks this solution will take time, and he does not
know that they can simply move the road at this time. If the road were to be moved to the north
people would still have to take a left hand turn across 1 691h A venue. This option can be studied,
but they may want to take what measures they can at this time.

Councilmember Cook stated he likes the idea of the signs. However, they need to think about
what they can do if everyone knows the curve is there and they continue to drive like this. If the
road is improved people will drive faster, and straightening the road would require a turn at
another location. His question is why residents are not slowing down and monitoring their own
control of that intersection.

Public Works Director Kapler asked if the City Engineer has looked at the slope of the road yet,
which was discussed when they met with the residents.

City Engineer Jankowski replied the elevation was one of the alternatives. The supere1evation
would be increased from about two percent to the maximum permitted, which is six percent.

Mr. Greenland commented he does not know that chevrons would be needed in both directions.

Chairperson Zimmerman commented police action may be needed to control speeding.

Councilmember Elvig indicated he has been to this area twice. It is hard to anticipate a car
coming on, and if someone thinks they are going to cut the corner tight they would not see a car
comingfi'om the other direction until they are right on top of them. One advantage of 1691h
Avenue going straight out is .that there would be a stop sign. where the turn would be. This
option could hold merit at some time.

Public Works Committee/September 21, 2004
Page 3 of 10
