<br />Chairperson Zimmennan noted increasing the superelevation might tend to take the road to a <br />higher speed. <br /> <br />Public Works Director Kapler replied staff's feeling is that some portion of the public will drive <br />faster than they currently are if the superelevation is increased. <br /> <br />City Engineer Jankowski commented it does seem appropriate to warn the public that the safe <br />speed is less than the speed limit. The kinds of people that would be using the road would be <br />people that are not familiar with it, residents that may be daydreaming, or people that are just <br />driving irresponsibly. The irresponsible drivers are the most difficult to address. <br /> <br />Councilmember Elvig asked if chevrons being placed would give the police authority to monitor <br />the speed level. <br /> <br />Assistant Public Works Director Olson replied the signs would be advisory and would not be <br />enforceable. However, someone in an accident caused by going a lot faster than the speed limit <br />could be cited for reckless driving. <br /> <br />Councilmember Elvig inquired about changing the speed limit. <br /> <br />Chairperson Zimmerman questioned if the City could reduce the speed on that short stretch of <br />road, or if permission would be needed from the state. <br /> <br />Assistant Public Works Director Olson replied 30 mph is a regulatory speed. Cities can lower <br />the speed limit to 25 mph, but still need to receive authorization from -the Commission of <br />Transportation. <br /> <br />City Engineer Jankowski indicated staff can look into this. <br /> <br />Councilmember Elvig suggested the first step of installing chevrons and monitoling the speed be <br />implemented. Other alternatives could be discussed at a later time ifthe chevrons do not help the <br />situation. He noted at some point they may want to consider straightening the road, but that <br />would not be considered for a while. <br /> <br />Assistant Public Works Director Olson indicated traffic speeds in the area can be monitored, and <br />data collected through the use of speed control trailers. <br /> <br />Chairperson Zimmerman suggested staff also research loweling the speed limit in the area. <br /> <br />Councilmember Elvig noted the first step may be to utilize the speed control trailers to get a base <br />line, and then to install the chevrons and see if they make a difference. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to direct staff to proceed <br />with monitoring the speed in the area of Neon Street and 169th A venue for two days, to then <br />install warning signs at the intersection of Neon Street and 169th A venue advising motorists of <br /> <br />Public Works Committee/September 21, 2004 <br />Page 4 of 10 <br />
