<br />Councilmember Cook stated the homeowners could never afford this and the City is going to <br />have to contribute to get the roads fixed. <br /> <br />Assistant Public Works Director Olson commented these people are also paying the storm <br />drainage utility fee and they deserve just as much of a storm sewer system as everyone else that <br />is paying it. That is one of the benefits of the storm drainage utility is the ability to fix drainage <br />issues. <br /> <br />Public Works Director Kapler indicated a' couple of years ago the City went from saying they are <br />going to keep up the unpaved roads to the fact that if they make a substantial improvement they <br />will assess it like any other street improvement. That is helping them get away from the idea that <br />they will keep doing these roads without any cost. He explained staff is concerned that this is not <br />really policy. <br /> <br />Councilmember Cook stated this is a joint problem that is better solved now than in the future, <br />and it will not get any cheaper. He would hate for the policy to be if it takes fixing the drainage <br />the City will not contribute 50 percent. In those cases the City should still contribute 50 percent <br />and take funds from the drainage utility fund to fix the drainage. <br /> <br />Acting Chairperson Elvig asked where the remaining funds would come from in a situation like <br />Collins Drive. <br /> <br />Assistant Public Works Director Olson explained the funds are not available right now and it <br />would have to be proposed in the general budget. If the policy was offered they would only <br />complete as much as the funds allowed for each year. <br /> <br />The consensus of the Committee was to direct staff to present the Committee with a proposal for <br />a program to implement the road paving projects in the City with 50 percent City financing. <br /> <br />Further discussion: Acting Chairperson Elvig directed staff to include information regarding the <br />cost of maintaining quality dirt roads. Public Works Director Kapler suggested information <br />regarding the cost of upgrading roads to an acceptable standard also be included. Assistant <br />Public Works Director Olson clarified staff is not anticipating a 50 percent City participation for <br />anything other than a paved condition. Mayor Gamec indicated there would be cost savings by <br />completing grading in the same areas when feasible. <br /> <br />COMMITTEEE/ST AFF INPUT <br /> <br />1) Update on flashing light at Ramsey Elementary School and Fire Station No.1 <br /> <br />Public Works Director Kapler reported that the county is refusing to lower the speed limit in <br />front of Ramsey Elementary School throughout the day, although they will support lowering the <br />speed during the time children are traveling to and from school.
