<br />Drive/Rhinestone up to the bridge and Zeolite Street up to the bridge. They will get a fairly good <br />reading for the amount of snow this year if they are able to complete that and plow it all year <br />long. <br /> <br />Acting Chairperson Elvig asked if others would be looking for snow storage as well, and sharing <br />this space. <br /> <br />Public Works Director Kapler replied it needs to be discussed whether the City will provide <br />space for others to dump snow and to charge for that. The City Attorney has indicated the City <br />can do this, the question is whether the Council wants to do so. Staff does receive a few requests <br />for this every year. <br /> <br />Acting Chairperson Elvig asked if all of the snow would be stored on the Town Center site. <br /> <br />Assistant Public Works Director Olson explained the policy this year is basically status quo, and <br />not to take additional snow storage. The only issue that might come up is assuming DR Horton <br />is built out and they have roads to be plowed. It should just be a manner of moving that snow <br />into the boulevards. He does not think the intent was to move the snow from DR Horton's <br />phase. <br /> <br />Acting Chairperson Elvig asked if there is any buffering or straining, or anything that needs to be <br />done to prepare the lot to. receive this snow storage. <br /> <br />Public Works Director Kapler indicated there are not a lot of restrictions on where the snow is <br />dumped. It cannot be stored where the immediate nmoff is into a lake or river, but aside from <br />that there are not a lot of restrictions. <br /> <br />Councilmember Cook suggested another option would be to bring gas from the landfill and find <br />a way to make a truck into a furnace type of thing to melt the snow. <br /> <br />Assistant Public Works Director indicated Waltec stopped using that type of gas because it was <br />too intermittent. Also, the City would need to purchase the gas rights. <br /> <br />Public Works Director Kapler indicated the goal tonight is to focus on the next year, but the <br />research will continue for the real site. Staff has received a verbal agreement that the snow can <br />be stored on the proposed site. <br /> <br />Councilmember Strommen commented the issue of the appearance should be considered in the <br />future. These big mounds of snow are black by the end of the year, and are not appealing to <br />look at. <br /> <br />Ma.yor Gamec questioned why the City Attorney is against the big hole being utilized. <br /> <br />Public Works Director Kapler explained water that would typically run off from another area <br />cannot be brought there because it is a drainage and utility easement. <br /> <br />Public Works Committee/October 19,2004 <br />Page 4 of 13 <br />
