<br />Councilmember Cook stated he thinks they should go ahead with the interim site this year and <br />see how much snow there is. They should look at the other site in the future, and also look at <br />charging people to dump their snow there. The City should look at providing for snow storage <br />in the City. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Cook, to recommend that the City <br />Council finalize the right-of-way agreement with RTC for 2004/2005 snow storage on Outlot <br />GG. <br /> <br />Further discussion: Acting Chairperson Elvig requested staff to keep the agreement simple. His <br />concern is the City does not have the right to restrict. anyone from the area, but the agreement <br />helps them protect the space. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Elvig, Mayor Gamec and Councilmembers <br />Cook. Voting No: None. <br /> <br />Case #2: <br /> <br />Consider Trail Completion ofthe T.R. #47 Trail <br /> <br />City Engineer Jankowski reviewed that three parcels had been identified for completion of the <br />trail along TH 47. The City has acquired the Prokopio property, and the Miller property has been <br />a~quired by Oakwood Development. Investigation of the Geving/Dargavel property indicated <br />that the existing septic system is in the easement area. Staff approached the property owner to <br />look at some alternatives. The property owner asked how soon sewer will be in this area, and <br />staff received the impression she would prefer to be bought out if possible. He contacted <br />Oakwood Land Development to see ifhe would revisit looking at that parcel. The second option <br />is to take the 40 foot easement from them, get them an easement over the portion of the property <br />the septic system is on, and bend the trail around that, and to deal with it at the time the property <br />gets redeveloped or the highway comes closer. The third option was to put ina pump for them <br />and discharge it to the sanitary sewer that is about 400 to 500 feet away. <br /> <br />Councilmember Cook asked what the frontage is and how much of it is affected by their sewer <br />system. <br /> <br />City Engineer Jankowski replied the frontage is about 120 feet, and approximately 20 to 30 feet <br />is affected by the sewer system. <br /> <br />Councilmember Cook suggested another option would be to take over the easement and put in a <br />boardwalk over the septic system, asphalting up to both {;ides of it, and wait until there is <br />redevelopment there. <br /> <br />Assistant Public Works Director Qlson explained there is a triangular piece at 16151 on the south <br />side of Elmcrest Park that staff thought was part of the Elmcrest purchase, but is actually owned <br />by the property to the west, that the City will need to start acquiring.
