Committee recommend the City Council authorize staff to receive appraisals on this piece of
property, as was done with the other three parcels.

Mayor Gamec directed staff to determine the actual parameters of Elmcrest Park.

Acting Chairperson Elvig noted there are two issues before the Committee. The first is to give
staff direction on the property at 15910 and the second is to give staffdirection on the triangular
piece of property.

City Engineer Jankowski advised he would recommend purchasing the entire 40 feet of easement
at 15910, and offer to give the property owner a temporary drainage and utility for their septic
system until it is no longer in use.

Assistant Public Works Director Olson indicated this is an update for the Committee and there
are options. This will be brought back to a future Public Works Committee meeting, and if
something happens prior to that staff will save the cost of the easement.

Acting Chairperson Elvig inquired if the City would have clean-up requirements if they purchase
the easement when the septic system is abandoned.

Councilmember Cook replied the tank would be required to be pumped full of sand to prevent it
. from collapsing.

The consensus of the Committee was to wait and determine what happens with development for
the easement at 15910.

Motion by Mayor Gamec, seconded by Councilmember Cook, to recommend that the City
Council direct staff to obtain an appraisal for the triangular piece ofland north of Parcel 5801.

Further discussion: Assistant Public Works Director Olson indicated he will verify the property
boundaries of Elmcrest Park .

Motion carried. Voting Yes: Acting Chairperson Elvig, Mayor Gamec and Councilmembers
Cook. Voting No: None.

Case #3:

Consider Change Order for Elmcrest Park Parking Lot Improvements

Assistant Public Works Director Olson explained Elmcrest Park parking lot improvements were
approved for construction on July 2004. Soil borings indicated that clay soils were present under
most of the parking areas. Borings were not performed for all of the trail areas. The pavement
design included.geotextile fabric and sand under the Class 5 aggregate due to the presence of the
clay. The sand was also specified to be placed under all trails. Areas of sand were found during
the excavation of the site and the extent of the geotextile fabric was reduced per the
recommendation of the geotechnical testing firm. Grading for the trails has encountered
extensive areas of sandy soils that will not require additional sand fill.
