<br />Committee recommend the City Council authorize staff to receive appraisals on this piece of <br />property, as was done with the other three parcels. <br /> <br />Mayor Gamec directed staff to determine the actual parameters of Elmcrest Park. <br /> <br />Acting Chairperson Elvig noted there are two issues before the Committee. The first is to give <br />staff direction on the property at 15910 and the second is to give staffdirection on the triangular <br />piece of property. <br /> <br />City Engineer Jankowski advised he would recommend purchasing the entire 40 feet of easement <br />at 15910, and offer to give the property owner a temporary drainage and utility for their septic <br />system until it is no longer in use. <br /> <br />Assistant Public Works Director Olson indicated this is an update for the Committee and there <br />are options. This will be brought back to a future Public Works Committee meeting, and if <br />something happens prior to that staff will save the cost of the easement. <br /> <br />Acting Chairperson Elvig inquired if the City would have clean-up requirements if they purchase <br />the easement when the septic system is abandoned. <br /> <br />Councilmember Cook replied the tank would be required to be pumped full of sand to prevent it <br />. from collapsing. <br /> <br />The consensus of the Committee was to wait and determine what happens with development for <br />the easement at 15910. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Cook, to recommend that the City <br />Council direct staff to obtain an appraisal for the triangular piece ofland north of Parcel 5801. <br /> <br />Further discussion: Assistant Public Works Director Olson indicated he will verify the property <br />boundaries of Elmcrest Park . <br /> <br />Motion carried. Voting Yes: Acting Chairperson Elvig, Mayor Gamec and Councilmembers <br />Cook. Voting No: None. <br /> <br />Case #3: <br /> <br />Consider Change Order for Elmcrest Park Parking Lot Improvements <br /> <br />Assistant Public Works Director Olson explained Elmcrest Park parking lot improvements were <br />approved for construction on July 2004. Soil borings indicated that clay soils were present under <br />most of the parking areas. Borings were not performed for all of the trail areas. The pavement <br />design included.geotextile fabric and sand under the Class 5 aggregate due to the presence of the <br />clay. The sand was also specified to be placed under all trails. Areas of sand were found during <br />the excavation of the site and the extent of the geotextile fabric was reduced per the <br />recommendation of the geotechnical testing firm. Grading for the trails has encountered <br />extensive areas of sandy soils that will not require additional sand fill.
