Public Works Director Kapler stressed that from a policy <br />standpoint he would advise against notifying an entire neighborhood whenever there is a traffic <br />control determination. <br /> <br />Case #5 <br /> <br />Consider Offer to Purchase Drainage and Utility Easement from Lot 1, Block <br />3 White Pine Estates <br /> <br />City Engineer Jankowski indicated the City recently completed Improvement Project #04-24 <br />which corrected a drainage problem, which had existed in the vicinity of 169th A venue, and <br />Helium Street. In order to facilitate this project it was necessary to obtain a drainage and utility <br />easement along the northerly property line of Lot 1, Block 3, White Pines Estates. The property <br />owners of this parcel signed a Right of Entry agreement to allow this project to proceed while an <br />appraisal of the value of the easement could be established. An appraisal has been prepared by <br />Malcolm Watson of Watson Appraisal and Consulting Service. Mr. Watson has established the <br />value of the easement at $5,200. <br /> <br />City Engineer Jankowski advised in accordance with City policy for acquiring property, which <br />have been patterned after state law for property takings for transportation projects, staff <br />recommends that the City transmit a copy of the appraisal to the property owners for their <br />review, advise them that they have the right to obtain a second appraisal and be reimbursed for <br />this appraisal at an amount not to exceed $1,500, and to offer to purchase the easement for the <br />appraised amount of $5,200. <br /> <br />Motion by Mayor Gamec; seconded by Chairperson Zimmerman, to recommend to City Council <br />that the City transmit a copy of the appraisal to the property owners for their review, advise them <br />that they have the right to obtain a second appraisal and be reimbursed for this appraisal at an <br />amount not to exceed $1,500, and to offer to purchase the easement for the appraised amount of <br />$5,200. <br /> <br />Motion carried. Absent: Councilmember Elvig. <br /> <br />Case #6: <br /> <br />Consider Offer to Purchase Trail Easement on Geving Property <br /> <br />City Engineer Jankowski reviewed that at the October 19,2004 Public Works Committee <br />meeting staff reported on the status of obtaining a trail easement over the Geving Property, which <br />is located at 15910 St. Francis Boulevard. This is a relatively small parcel of 0.5 acres from <br /> <br />Public Works Committee/November 16, 2004 <br />Page 10 of 12 <br />
