<br />signs are performing a function, in that they are identifying the comer. They may want to reduce <br />the number to three instead of four. He indicated the problem of staff is that a problem comer <br />has been identified and they have put up warning signs. If a delivery truck comes in and they get <br />in an accident and the signs have been pulled down because they are not aesthetic, the City runs <br />the risk of a lawsuit of some kind. His only concern is that they are doing the right thing. <br /> <br />Chairperson Zimmerman indicated the problem has been identified and suggested they give the <br />signs a chance to see ifthey work, possibly until spring. <br /> <br />Mr. Baumgartner questioned what the signs will accomplish. <br /> <br />Councilmember Cook explained this is a matter of public safety. The person that brought the <br />issue forward was having his yard run into. When the Committee studied this it was found there <br />were people at excessive speeds at the curve. When they put the chevrons in there was a <br />reduction in the speed, if the signs remain they can see ifit is a continued situation. Taking those <br />signs out and seeing an increase in speed would make the City liable. <br /> <br />Assistant Public Works Director Olson indicated he does not believe the signs are really slowing <br />people down, and the drivers will get used to it. That is why he would like to wait until spring <br />for any action. <br /> <br />Mr. Baumgartner stated he is willing to compromise, but to be perfectly clear, the reduction in <br />speed is not going in around that comer. The speed was further up Neon Street from people <br />coming south on Neon Street, and the reader is not on that comer. <br /> <br />Mayor Gamec commented there are likely 15 to 20 other places in the City where they could put <br />these chevrons on small little comers like this, and he does not think they want to do that. <br /> <br />Assistant Public Works Director Olson replied the difference between those places and this, is <br />there was not some documented evidence of an accident in the other locations. The property <br />owner with the complaint claims people were driving into his yard from taking the turn too fast. <br /> <br />Mr. Baumgartner stated that defies the layout of the comer. If drivers were taking the comer too <br />fast they would have taken out his mailbox. <br /> <br />Motion by Chairperson Zimmerman to table any further action on the chevrons placed at the area <br />of 169th Avenue and Neon Street until the May Public Works Committee meeting, and that the <br />Committee review the situation at that time. <br /> <br />Mr. Baumgartner stated he strongly suggests the City at least notify people in that neighborhood. <br />The notification did not go out the first time, or they could have avoided this whole thing. <br /> <br />Motion seconded by Mayor Gamec. <br /> <br />Public Works Committee/November 16,2004 <br />Page 9 of 12 <br />
