requirements for posting of the chevrons to determine whether the number used can be reduced
from the current number posted.

Chairperson Zimmerman commented the chevrons seem to be high.

Public Works Supervisor Riemer explained the chevrons are required to be seven feet off the
ground for the case when a car hits them. The codes state there should be two chevrons visible at
all times.

Assistant Public Works Director Olson advised it is also noted in the case that there was a speed
reduction. Staff does not necessarily believe the reduction was relevant to the signage~ and over
time drivers wi11likely end up going back to the same habits.

Mayor Gamec.commented this has gotten to be a neighborhood problem with many of the
residents complaining about the looks ofthechevrons. It seems that cars coming in off of
Highway 47 are not picking up that much speed.

Assistant Public Works Director Olson stated stafftbllowed the guidelines in placing the
chevrons.

Councilmember Cook commented the chevrons are placed as they should be~ but someone
traveling at 30 miles per hour should not need a chevron to tell them there is a curve.

Mayor Gamec suggested some the chevrons that are viewed when coming in from Highway 47
be removed.

Public Works Director Kapler advised Police Chief Way would disagree with that suggestion; he
believes there is an issue coming in from Highway 47 also.

Scott Baumgartner~ resident~ stated everyone going in the area lives there and knows there is a
curve there. The problem with his neighbor is not with people missing that curve; the problem is
people in the low lying ditch~ specifically a black truck of a kid in the neighborhood. The
problem is not the turn. He agrees that the chevrons are inappropriate in this area. He stated the
location where the speed register was placed does little to determine the speed coming in. He
can hear the drivers coming in, and it is the people coming in and doing it on purpose and
making the marks. He appreciates the fact that the committee addressed an individual's concern.
It was addressed quickly without any thought. A sign should serve a purpose, and these signs
serve no purpose; they are not deterring anyone from doing what they are doing because it is an
intentional act. He bought a beautiful home on a golf course and came home one day with spray
painting~ and now signs. When you drive into the neighborhood the first thing you see are eight
of these signs~ and it looks like a trailer park. These signs serve no purpose and they are ugly.
One person wanted these signs, but it is not doing anything to rectify his problem.

Assistant Public Works Director Olson noted the property owner that complained initially is not
here to respond. He suggested more infonnation be distributed and a public meeting held. The

Public Works Committee/November 16, 2004
