I~rc>lik indicated the implementation of the access way is included as item no. 11, but it does <br />not incluctc a time limit. <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Resolution <br />X105-09-337 adopting Findings of Fact #0742 relating to the request for an amended Conditional <br />tlsc Permit for the Green Valley Greenhouse. <br />h'urther discussion: Councilmember Elvig expressed concern with the possibility of pxoblems <br />resulting from individuals loading materials on a flatbed trailer. Ms. Frolik replied item no. 10 <br />rc;yuires Grccn Valley-Greenhouse to monitor the county road for spillage. Councilmember <br />I?lvig stated materials being .loaded improperly on a flatbed would be a safety issue. He <br />sug~cstcd if this becomes a problem, a restriction regarding this issue could be added into the <br />coi~diticm~~l use permit in the future. Councilmember Pearson ,commented Mr. Rowe runs an <br />eFlicicnt business and monitors the loads well. <br />Motitm carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Olson, and <br />Strommcn. Voting No: None. Absent: Councilmember Jeffrey. <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to adopt. Resolution #05- <br />09-338 approving the request for an amendment to the Green Valley Greenhouse Conditional <br />1.1sc Permit, based on the findings of fact, and declaring terms of same, with an amendment to the <br />C'onditionat Use Permit to require that the emergency access plan be accomplished by the end of <br />c~ilcndar year 2006. <br />Moticm carried. Absent: Councilmember Jeffrey. <br />Catic #12; Introduce Wetland Buffer Ordinance; Case of City of Ramsey <br />Mayor Gamec indicated the proposed Wetland Buffer Ordinance was discussed in a Council <br />worl; session. 1'hc Council listened to the concerns of citizens, and some of those concerns are <br />unicluc. i1t this time the action before the Council is introduction ofthe-proposed ordinance. <br />NTotion by Councilmember Cook, seconded by Councilmember Strommen, to introduce the <br />hroposai Wetland Buffer Ordinance. <br />I+urther discussion: John Enstrom, 8702 181st Avenue NW, stated he had a two hour meeting <br />with his engineer today regarding thus issue. He would Like to have this ordinance adjourned <br />until the next Council meeting .when he will have a full report for the Council's consideration. <br />E-le stated there are many things %n this ordinance that are not legal. Mayor Gamec requested Mr. <br />1;nstrom to submit a formal letter for the Council to review prior to the next Council meeting. <br />City /luorncy Goodrich indicated the letter should be submitted by the Wednesday prior to the. <br />Cc~iulcil meeting at 5:00 p.m. to be included, in the Council packet.
