HORNE'R <br />RECOMMENDED APPROACH <br />Based on the issues related to the Ramsey Town Center and questions that need to be answered, we would recommend the <br />following three steps. <br />1. Market Audit (qualitative research) <br />Conduct a Market Audit among various developers, contractors, economic development officials and other influencers to <br />gauge current perceptions of Ramsey Town Center and test options to move the project forward. This process involves a <br />series of confidential one-on-one interviews using apre-determined outline of questions and issues to probe. This format also <br />allows for the flexibility to obtain other comments and perspectives that might be of value to the City. Himle Horner will <br />conduct the following tasks: ~ <br />^ strategy discussion with Ramsey City officials <br />^ develop. audit questionnaire <br />^ identify ,potential interviewee list (with- City) of target persons to interview <br />^ finalize with City <br />^ schedule/conduct 17 - 22 in-depth/confidential interviews <br />^ assemble notes, outline key findings <br />^ prepared draft report that includes: <br />= key findings <br />- conclusions <br />- recommendations <br />- sample verbatim comments (without attribution) <br />^ present report to City <br />2. Community Survey (quantitative research) <br />We would design and manage arandom-sample, scientific survey of Ramsey residents to test awareness and perceptions of <br />the Ramsey Town Center project and views of its future role in the City's development. This survey could also include <br />questions to measure community satisfaction, identify current issues, etc. Himle Horner would design the survey and conduct <br />the analysis of the survey findings. We would recommend subcontracting with Decision Resources Ltd. (DRL) of Minneapolis <br />to conduct the telephone interviews and the data tabulation.. DRL conducts more community surveys for Minnesota cities, <br />counties and school districts than any other research firm in the state. Tasks include: <br />^ strategy discussion with Ramsey City officials <br />^ design survey questionnaire <br />Page 2 of 11 <br />
