<br />called for extending a sanitary sewer to the south side of the entrance to the River's Bend <br />shopping center. This would cause some degree of traffic disruption during the <br />excavation and continued inconvenience during the period between the excavation and <br />final bituminous patching. To avoid this, the manhole was moved to the north side ofthe <br />drive. The change order is for the cost of the precast manhole base. This cost change <br />will be offset by a reduced length of sewer pipe and from the elimination of restoration of <br />the service drive. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />recommend Council approve the change order for Improvement Project #95-18 in the <br />amount of $648.14. <br /> <br />Motion carried. Voting No: <br />None. <br /> <br />Case #3: <br /> <br />Consulting Engineering Services for 1996 Construction Projects <br /> <br />City Engineer Jankowski stated there are a number of construction projects which must <br />be designed and completed as early as possible in 1996; therefore, the City should select <br />and retain engineering consultants as soon as possible. Following are the projects which <br />will need assistance: Wetland #114P Mitigation for Filling Associated with Sunwood <br />Drive; Extension of Sunwood Drive from C.R. #56 to C.R. #116 and Sanitary Sewer and <br />Watermain to Service AEC Energy Park; Construction of Well No.3; and Extension of <br />McKinley Street a Distance of 1,000 feet ,East of Uranium Street. Mr. Jankowski <br />summarized the projects, gave cost estimates, and suggested firms to submit RFP's to. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />recommend the following to Council: Wetland #114P Mitigation for filling associated <br />with Sunwood Drive - negotiate a change of scope contract with John Oliver & <br />Associates, Inc. Extension of Sunwood Drive from C.R. #56 to C.R. #116 and sanitary <br />sewer and watermain extension to AEC Energy Park - accept Hakanson Anderson <br />proposal in the not-to-exceed amount of $24,800 for basic engineering services and <br />construction, staking and inspection on an hourly basis estimated at $28,500. Well No.3 <br />- solicit proposal for not-to-exceed costs from the following engineering consultants: <br />Bonestroo, Rosene, Anderlik and Associates, Progressive Consulting Engineers Inc., <br />Hakanson Anderson Inc., John Oliver Inc., and OSM Inc. McKinley Street and Utility <br />Extension - solicit proposals for not-to-exceed costs from the following engineering <br />consultants: Hakanson Anderson, John Oliver Inc. and MSA Inc. <br /> <br />Motion carried. V oting No: <br />None. <br /> <br />Case #4: <br /> <br />Adopt Ordinance Amending Subdivision Ordinance to Require <br />Impact Fees for Arterial Streets <br /> <br />City Engineer Jankowski pointed out that in May 1995, the Road and Bridge Committee <br />presented a recommendation to implement a transportation impact fee for developers. <br />The City Council approved such a recommendation. This fee would be utilized to offset <br /> <br />Road and Bridge Committee/December 12, 1995 <br />Page 2 of3 <br />
