entering the intersection takes responsibility for proceeding safely. Because stop signs are a
significant inconvenience to motorists, they are frequently ignored on low volume intersections
where motorists are familiar with the fact that the probability of meeting a conflicting vehicle is
very small. The Committee felt that the volumes do not warrant any traffic control.

The Road and Bridge Committee agreed.

Mr. Jankowski explained that Case #5 is a request from Councilmember Zimmerman to consider
additional traffic control signage at 151st AvenuelUte and Tonto intersection. This is a typical
cross intersection that's uncontrolled. Concern was raised that the normal application of right-of-
way may be unduly hazardous. Although there is some vegetation on the southeast comer of the
intersection, the sight lines are generally good. This four-legged intersection is in a residential
area and there are no traffic counts available. However, it appears all four legs of the intersection
would have roughly equal volumes of traffic and there is no obvious major street. Because of
this condition, the potential for disregarding stop signs if posted on one leg could be high. The
Traffic Committee is recommending maintaining status quo. All vehicles approaching the
intersections then share responsibility for proceeding through the intersection safely.

Councilmember Zimmerman stated that the woman living on Ute and Tonto has seen a couple of
accidents.

Mr. Jankowski stated there is control at the intersection.

Councilmember Haas Steffen asked if the accidents have been confirmed.

Mr. Jankowski replied he was not sure. He had received a police report but he was unable to
decipher it.

Councilmember Haas Steffen stated she would have trouble diverting from what has been the
norm with regard to traffic signs. Then, what about the next request - how can we honor this.
She suggested before we consider signing this, we should find out if we have had accidents there.
She could not imagine the speed is that great in that area.

Councilmember Zimmerman reported it is a fairly heavily traveled area.

Councilmember Beyer agreed that the accident history (types and severity) should be reviewed
prior to a decision.

Mr. Jankowski stated that high accident history is defined as five or more accidents in a 12-
month period that could have been avoided by this traffic device.

Councilmember Zimmerman stated that, at a minimum, we should put yield signs on Ute and
151st and that Tonto be a through street.

Councilmember Haas Steffen asked if we could just look at the accident history first.

Road and Bridge Committee/January 14, 1997
Page 4 of6
