Mr. Kaeppe commented on a police officer sitting on the comer for one hour a month not
getting the kind of sense for the traffic and speeding that the people who live in the area
do.

Mr. Jankowski asked if Mr. Kaeppe is saying there would be dramatically different
results on a different day.

Mr. Kaeppe said that what he is saying is that he lives there. Busses, trucks, etc. travel
way too fast and that is unacceptable.

Mr. Schreiner commented that the stop sign at Tungsten and 142nd has effectively altered
his driving - the sign acts as a reminder.

Mr. Jankowski suggested that seeing kids at play in an area is a reminder to slow down,
otherwise, the majority of the public drives faster than 30 miles per hour.

Mayor Gamec offered that City staff can continue to watch this area. We could do some
radar patrolling. The calculations we have so far do not merit a stop sign but we are
concerned about speeding in the City and how we are going to handle it. He felt that the
speeders should be tagged. He added that the traffic counts could be done again in the
sprmg.

Mr. Schreiner asked the cost of installing a four-way stop.

Mr. Jankowski replied that the cost is not the issue.

Mayor Gamec stated that we have to figure out how to handle situations - we have to
have policies to follow.

Councilmember Zimmerman suggested that any action on this issue be postponed until
spring. With what we have at present, it would be difficult to justify signs but if the
people in the area feel spring or summer brings more traffic, we can deal with it at that
time.

Mayor Gamec suggested that a radar study be done also.

Case #2:

Update on T.H. #47 and C.R. #116 Projects

City Engineer Jankowski stated that this case is to report on the #47 and #116 projects.
There is no action required at this time. MnDOT is recommending that the intersection at
142nd and #47 not be signalized, however, staff is arranging a meeting with the
Commissioner of Transportation on that issue. The Environmental Assessment (EA)
document for T.H. #47, with the signal issue at 142nd unresolved, will be published in the
Environmental Quality Board (EQB) monitor on December 28, 1998. The 30-day
comment period will end on January 27, 1999. SRF would then compile all comments
received and prepare a Record of Decision responding to the comments.
