<br />Ramsey would then pass a resolution of Negative Declaration on the need for an <br />Environmental Impact Study (EIS). The Negative Declaration would be passed on to <br />FHW A (through MnDOT) and FHW A would issue the Finding of No Significant Impact <br />(FONSI). Mr. Jankowski estimated the FONSI could be complete by the end of <br />February. He noted in the case that he said the residents affected would be able to look at <br />the appraisals. The City Attorney has advised that they do not get to do that until later, <br />however, a letter has been drafted that gives them a scenario. <br /> <br />Councilmember Zimmerman inquired if the County has stated it's support. <br /> <br />Mayor Gamec stated that he talked with Anoka County Commissioner Dennis Berg and <br />according to him, it may be difficult to get the County's support. Getting stoplights may <br />push heavy traffic down Dysprosium. <br /> <br />Mr. Jankowski stated that the improvement ofC.R. #116 between T.H. #47 and C.R. #57 <br />should be initiated with a corridor study. He stated that he is preparing a draft Request <br />for Proposal for review by Anoka County. Preliminary discussion with the Anoka City <br />Engineer indicates that Anoka would likely be supportive of the corridor study and <br />financial participation. He added that there is no Committee action necessary on either of <br />these two issues. <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, asked why Council is "going <br />to the mat" for a signal light at 142nd and T.H. #47. <br /> <br />Mr. Jankowski stated that MnDOT had suggested a median so there would be no left <br />turns. The City was concerned about the accesses into the businesses. Also, in 1996, we <br />did a corridor study. We talked about limiting accesses from 142nd over to C.R. #116 on <br />the west side to the developing property. We promised safe access to the businesses. <br /> <br />Mr. Hendriksen asked didn't that initial study go only as far as C.R. #5 to which Mr. <br />Jankowski replied that it went to 167th Avenue. Mr. Hendriksen added that we were <br />anticipating doing a smaller portion of #47. Then, two years ago, the new Council was <br />asking why spend so much money on this portion, we should go for the bigger project. <br /> <br />Discussion ensued relating to access problems. <br /> <br />Mr. Hendriksen stated he did not see the need for two stoplights within 10 blocks of one <br />another. He felt it is also difficult to justify left turn lanes when we complain about <br />getting through Anoka because of that. <br /> <br />Mr. Jankowski pointed out that the residents of the River's Bend subdivision sited a lot of <br />pedestrian traffic in the area. <br /> <br />Mr. Hendriksen stated that the second reason he is present was to ask to be placed onthis <br />Committee when his term as Councilmember begins. <br /> <br />Public Works Committee/December 15, 1998 <br />Page 4 of5 <br />
