<br />Case # 1 <br /> <br />Public Hearing <br />CONSIDER AMENDMENT TO CITY CODE CHAPTER 9..03 (ADMINISTRATION) RELATED <br />TO SITE PLAN REVIEW; <br />CASE OF THE CITY OF RAMSEY <br />By: Tim Gladhill; Associate Planner <br /> <br />Background: <br /> <br />City Code states that site plan reviews are required for all proposed multiple family dwellings (3 or more <br />units), mobile home parks, commercial and employment developments, and all proposed developments <br />within the Flood Plain, Scenic Rivers, Environmental Protection, and Critical River Overlay Districts. <br />Staff is proposing an administrative site plan review process for smaller expansions of existing structures <br />in the Business and Employment zoning districts. <br /> <br />Notification: . <br /> <br />The Public Hearing was properly advertised in the official newspaper of the City. <br /> <br />Observations: <br /> <br />Attached for your review is an amendment to City Code to allow for an administrative site plan review <br />process. The purpose of this amendment is to streamline the development review process for smaller <br />expansions, which staff believes an administrative review would be more appropriate. <br /> <br />The proposed amendment would allow staff to review site plans administratively when: <br /> <br />· The expansion is contiguous to an existing building previously approved through Site Plan <br />Review and Building Permit <br />· The expansion is less than or equal to 20% of the existing building square feet according to the <br />approved Building Permit(s) for the existing building <br />· The expansion does not exceed 43,560 square feet (1 acre) of disturbed area (including any <br />impervious surface) <br />· The expansion is not located within the Flood Plain, Scenic Rivers, Environmental Protection, or <br />Critical River Overlay Districts <br />. The expansion does not expand any non-conforming or conditional use. <br /> <br />The proposed amendment ensures that the administrative review process applies only to expansion <br />contiguous to' an existing structure, not a new, free-standing structure on a parcel. Limiting the <br />administrative review process to 20% represents an expansion of less than one quarter of the existing <br />facility and cannot exceed43,560 square feet (one acre) of disturbed area. Development exceeding one <br />acre requires review by the Lower Rum River Water Management Organization (LRRWMO), therefo~e <br />providing a proper threshold in allowing administrative review. <br /> <br />1 <br />
